Buying Land in Ford County, Illinois

Ford County, seat Paxton, is east-central Illinois farm country and one of the state's more active wind-energy counties. County zoning covers unincorporated land and most small towns, but Gibson City, Paxton, and Piper City run their own. And with two wind farms already turning -- one of them the subject of a real, court-tested permitting fight -- wind-lease diligence is a genuinely specific part of buying here.

County Zoning Covers Unincorporated Land and Six Small Villages -- Not the Three Largest Towns

Generally favorable

The Ford County Zoning Ordinance (originally adopted 1972, revised February 2022) applies to unincorporated Ford County and to the villages of Cabery, Elliott, Kempton, Melvin, Roberts, and Sibley, which have no zoning of their own. It does NOT apply within roughly 1.5 miles of the corporate limits of Gibson City, Paxton (the county seat), or Piper City -- contact those municipalities directly for property inside or near their boundaries.

Two Utility-Scale Wind Farms Already Operate Here, With a Third in Early Development

Case-by-case / verify locally

Pioneer Trail Wind Farm (94 turbines, ~150 MW, operating since 2011) and Ford Ridge Wind / Ford County Wind Farm (121 MW, ~46 turbines, operating since March 2022) together put a meaningful share of Ford County farmland under recorded wind leases or easements. A further, larger project spanning Ford and neighboring counties was in early, not-yet-named development as of the most recent reporting found. See our dedicated wind and solar leasing page for what this means whether you're evaluating a lease offer or buying land already under one.

One of the Wind Projects Has a Real, Court-Tested Permitting History

Case-by-case / verify locally

The Ford Ridge/Ford County Wind Farm's building permits were initially denied by the county zoning officer in 2020 over design discrepancies from an original 2009 approval, then approved after the officer reversed course in March 2021 -- a decision residents appealed. Reporting indicates the zoning approvals were ultimately upheld in court by 2024. That's a genuinely more contested regulatory history than most Illinois wind projects, worth understanding if you're near this specific project.

Zoning: countywide, except in three towns and their surrounding ring

The Ford County Zoning Ordinance, administered by the Ford County Zoning Office at the courthouse in Paxton, applies to unincorporated Ford County and to six of the county's smaller villages that have no zoning ordinance of their own: Cabery, Elliott, Kempton, Melvin, Roberts, and Sibley. Originally adopted in 1972 and revised as recently as February 2022, the ordinance covers most of the county's land area under a single set of unincorporated-area rules.

The exception is the county's three largest municipalities: Gibson City, Paxton (the county seat), and Piper City. County zoning does not apply within roughly 1.5 miles of their corporate limits -- for property in or near any of these three towns, contact that municipality directly rather than the county zoning office. Ford County has 12 townships and uses Illinois's standard township form of government (it is not one of the state's 17 commission-form counties), so with countywide zoning in effect, independent township zoning under 60 ILCS 1 Article 110 does not apply here.

Two wind farms on the ground, and a genuinely contested permitting history

Ford County sits within Illinois's established east-central wind corridor. Pioneer Trail Wind Farm -- 94 turbines rated at 1.6 MW each, roughly 150 MW total, spanning Ford and neighboring Iroquois Counties along a roughly 10-mile stretch of Illinois Route 9 between Paxton and Rankin -- has been operating since October 2011, owned by RWE (via its 2019 merger with original developer E.ON Climate & Renewables).

A second project, developed by Apex Clean Energy under the name Ford Ridge Wind (also referred to as the Ford County Wind Farm once operational), reached 121.26 MW across roughly 46 turbines and began commercial operation in March 2022; Ørsted announced its acquisition of the project from Ares Management-managed funds in May 2022. The project has power purchase agreements with Mars Incorporated, Silgan Containers, and BHJ USA, and its developers estimate more than $36 million in new local government revenue and roughly $45 million in landowner lease payments over the project's life. The project also obtained a federal Incidental Take Permit for the Indiana bat and northern long-eared bat, with post-construction wildlife monitoring conducted under U.S. Fish & Wildlife Service oversight.

This second project's path to construction was genuinely contested. The Ford County zoning officer initially denied 2020 building-permit applications, citing discrepancies between the turbines and towers originally approved in 2009 and the larger, taller equipment Apex actually proposed to build, plus a missing updated noise study and relocated tower positions. In March 2021, the zoning officer reversed that denial and issued the permits, stating that given the county's own prior actions over the preceding 12 years, his original denial was unlikely to survive an appeal or a court challenge. Several residents pursued appeals of that reversal, and reporting on a June 2024 court decision indicates the zoning approvals for the project were ultimately upheld. See our dedicated wind and solar leasing page for Ford County for what this permitting history and the county's existing wind infrastructure mean for a specific purchase.

A further, larger wind project -- reportedly up to 150 MW, from developer Renewable Energy Systems (RES), potentially spanning parts of Ford, Iroquois, Champaign, and Livingston Counties -- was in early, pre-naming development as of the most recent reporting found in this research pass. Its scope, siting, and timeline remain unresolved and should be checked directly with Ford County Zoning for current status.

The statewide rules behind local wind and solar siting

Illinois counties don't have unlimited discretion over commercial wind and solar siting. Public Act 102-1123, signed January 27, 2023, amended 55 ILCS 5/5-12020 of the Counties Code to set statewide siting standards -- covering setbacks, turbine height, decommissioning, and agricultural-land considerations -- that a county's own ordinance cannot exceed in restrictiveness, and it bars counties from imposing outright moratoriums on wind or solar development. Ford County's own zoning ordinance, most recently revised in February 2022, operates within that statewide framework; confirm the county's current, specific wind/solar provisions directly given how much this county's regulatory posture toward wind has shifted over the past decade.

Septic, GIS, and other departments to know

Septic permitting in Ford County runs through the Ford County Public Health Department's Well and Septic Program (235 North Taft Street, Paxton), which reviews plans, issues permits, and inspects both well and septic installations under the statewide IDPH Title 77 Part 905 code.

Ford County's Supervisor of Assessments (200 W. State Street, Room 104, Paxton) handles property valuation and assessment questions, and the County Clerk & Recorder's office handles recorded deeds, easements (including any wind-lease documents), and plats -- worth checking specifically for a parcel near either existing wind project. GIS parcel maps are available through the county's online mapping portal. University of Illinois Extension serves Ford County jointly with Champaign, Iroquois, and Vermilion Counties through a shared Ford/Iroquois office.
