Buying Land in Mercer County, Illinois
Mercer County, seat Aledo, sits in northwest Illinois near the Quad Cities with standard township government and county zoning for unincorporated land. It's also become a real solar-development county in the last two years -- one completed community-solar array near Viola, and a much larger, more contested project still working through approval near Alexis.
Zoning: county authority for unincorporated Mercer County
Mercer County Zoning, based at 100 SE 3rd Street in Aledo, administers the county's zoning ordinance for unincorporated territory under a Zoning Enforcing Officer appointed by the County Board, with deputies handling day-to-day permit review and a Zoning Board of Appeals hearing variance and appeal requests. Mercer County uses Illinois's standard township form of government -- 15 townships, including Mercer Township, which contains Aledo -- so there's no commission-government wrinkle here and no township-level zoning authority independent of the county; townships can still weigh in through the 55 ILCS 5/5-12007 objection process available to township plan commissions in counties under 600,000 population, which requires a 3/4 county board supermajority to override.
Inside Aledo's corporate limits, the city's own Code Administration Department handles zoning and permitting rather than the county. If a parcel sits near a municipal boundary, confirm with both offices which ordinance actually governs before assuming county rules apply.
A genuinely active solar county -- one project done, one still contested
Mercer County has seen real, back-to-back solar development in the past few years. The Goldenrod Solar Project, developed by Cultivate Power and now owned and operated by Generate Capital, is a 5-megawatt, 38-acre community solar array sited on a 250-acre property near Viola. Approved as part of the Illinois Shines Community-Driven Community Solar program, it began serving roughly 850 local subscribers with electric-bill reductions after a ribbon-cutting in July 2025, with a projected $5.8 million in community benefits over 15 years.
A separate, much more contested project sits north of the Village of Alexis: a solar farm proposed by Birch Creek, a St. Louis-based developer. The Zoning Board of Appeals initially turned down an earlier, roughly 300-acre version of the plan after neighbors raised concerns about size, location, and environmental impact. Birch Creek came back with a reduced, 249-acre footprint plus buffer plantings intended to screen the panels from nearby homes, and the county approved that revised application around July 25, 2024; construction was reportedly expected to begin in 2026. See our dedicated wind and solar leasing page for Mercer County for what buying land near either project -- or evaluating a lease offer of your own -- actually involves.
The statewide rules behind local solar siting
Illinois counties don't have unlimited discretion over commercial wind and solar siting. Public Act 102-1123, effective January 27, 2023, amended 55 ILCS 5/5-12020 of the Counties Code to set statewide siting standards -- covering setbacks, height, vegetative screening, shadow flicker, sound, decommissioning, and drainage-district considerations -- that a county's own ordinance cannot exceed in restrictiveness, and the Act bars counties from imposing outright moratoriums on solar or wind development. That framework is part of why the Alexis-area project was able to come back with a revised application rather than being permanently blocked; confirm Mercer County's own current solar-siting provisions directly with the Zoning office.
Septic, GIS, and other departments to know
Septic and well permitting in Mercer County runs through the Mercer County Health Department (305 NW 7th St., Aledo; (309) 582-3759), which regulates new septic installations and repairs through a two-stage process -- an on-site soil evaluation followed by a permit to construct -- and requires septic-servicing companies themselves to hold a county permit before working in the county, all under the statewide IDPH Title 77 Part 905 framework.
The Mercer County Supervisor of Assessments (100 SE 3rd Street, Aledo; (309) 582-7814, option 7) handles property valuation and works alongside the county's GIS mapping. The County Clerk/Recorder, in the same building, holds recorded deeds, easements (including any solar-lease documents), and plats for a specific parcel. University of Illinois Extension serves Mercer County jointly with Henry, Rock Island, and Stark Counties.
