Wind and Solar Energy Leasing in Vermilion County, Illinois

Vermilion County shares the California Ridge Wind Farm with Champaign County next door -- but holds the larger piece of it -- and has since become a genuine wind-and-solar decision-maker in its own right: a new large wind proposal, dedicated 2023 ordinances, and a solar record that includes both an approval and a rejection. Here's what's specific to Vermilion County, not a restatement of what's happening across the county line.

This page covers what's specific to Vermilion County. For the general explanation, see the national guide.

California Ridge's larger half: Pilot Township and the western county

California Ridge Wind Farm, owned by Invenergy, is a 134-turbine, 217-megawatt project completed in December 2012 across roughly 27,700 acres straddling the Champaign-Vermilion county line. The Vermilion County side is the larger share of the project by a wide margin: roughly 104 of the 134 turbines and about 19,000 of the total 27,700 acres sit in Vermilion County, running from near Newtown in Pilot Township northward and westward toward the Champaign County boundary -- compared to roughly 30 turbines and 8,700 acres on the Champaign County side. That means the bulk of this project's actual land footprint, and the bulk of its ongoing tax and lease impact, lands in Vermilion County townships.

That impact shows up in local tax figures: Pilot Township alone received roughly $266,000 in wind-farm tax revenue over a recent two-year period, according to a former county board member's account reported by local media. If you're buying farmland in Pilot Township or the surrounding area, pull the parcel's recorded documents at the Vermilion County Recorder's office and ask directly whether a California Ridge lease, easement, or collector-line agreement is recorded against it -- given how concentrated the project is on this side of the county line, the odds of encountering one here are meaningfully higher than in most parts of Illinois.

Musketeer Wind Energy Center: a proposed 300-megawatt project of its own

Separately from California Ridge, Invenergy has proposed the Musketeer Wind Energy Center for Vermilion County -- a 300-megawatt project that, if built as proposed, would be considerably larger than Vermilion's existing share of California Ridge. This is a distinct project with its own siting process under the county's Commercial Wind Energy Facility Ordinance (23-0508); as of the most recent information found in this research pass, confirm current permitting status, specific affected townships, and any turbine layout directly with Vermilion County Planning and Zoning rather than treating early reporting as final.

Solar in Vermilion County: an approval and a rejection, not a pattern either way

Vermilion County's solar record so far shows the county board actually weighing each proposal on its own merits. The board approved a solar project developed with CVE US IL Ridge Farm 324, LLC in Elwood Township, with a final ordinance and an accompanying road-use agreement between the county, Elwood Township, and the developer dated 2024 -- construction is meant to proceed under the terms the county board previously adopted. But the board took the opposite position on a separate proposal from Mural Energy, which sought to place solar panels across roughly 1,400 acres of farmland in Jamaica and Vance Townships in the county's southwest; that proposal was rejected.

If you own land in Elwood, Jamaica, or Vance Townships, or you're buying nearby, don't assume either outcome tells you what will happen with a future proposal on your own land or a neighbor's -- each application goes through its own hearing under the county's 2023 Commercial Solar Energy Facility Ordinance (23-0509), and the board has shown it will vote either way depending on the specifics.

The state law limiting what Vermilion County can require

Illinois counties don't have unlimited authority to write their own wind and solar rules, even when they reject a specific proposal on local grounds. Public Act 102-1123, signed January 27, 2023, amended 55 ILCS 5/5-12020 of the Counties Code to set statewide siting standards -- covering setbacks, height, decommissioning, and agricultural-land treatment -- that a county's own ordinance cannot exceed in restrictiveness, and it bars counties from imposing outright moratoriums on wind or solar development. Vermilion County's Commercial Wind Energy Facility (23-0508) and Commercial Solar Energy Facility (23-0509) ordinances, both adopted in 2023, appear to be the county's own implementation of that statewide framework.

If you've been offered a lease, or are buying land already under one

If you're the landowner being approached about a lease: Vermilion County's ordinances (bounded by the PA 102-1123 statewide ceiling) set the regulatory floor on setbacks and decommissioning, not the lease's financial terms. Payment structure and escalation, term length and renewal options, easement scope (turbine/panel footprint only, or also access roads and collector-line corridors), and decommissioning responsibility if the developer becomes insolvent are all matters of private contract -- have an attorney experienced in Illinois wind and solar leases review any offer.

If you're buying land already subject to a recorded California Ridge lease, or a lease tied to the Elwood Township solar project, pull the actual recorded document from the Vermilion County Recorder rather than relying on a listing summary. Confirm what portion of the parcel is actually restricted, whether the agreement transfers automatically to you as the new owner (most are structured to run with the land), what ongoing payments (if any) you'd be entitled to, and whether decommissioning security is on file with the county for that specific project.
