Buying Land in Whiteside County, Illinois

Whiteside County, seat Morrison, sits along the Rock and Mississippi Rivers in northwestern Illinois -- a real township county with its own genuine, active wind and solar development corridor, distinct from what's already built in neighboring Lee and Ogle Counties. Zoning runs through a countywide Building & Zoning Department that had to update its own rules after a solar-permit denial led to a lawsuit.

Countywide Zoning Through a Building & Zoning Department

Generally favorable

Whiteside County's Building & Zoning Department (Morrison; (815) 772-5175) administers zoning for unincorporated territory. The county amended its ordinance in May 2023 to comply with statewide wind/solar siting standards after a legal dispute over a denied solar permit -- confirm current, specific requirements directly for a parcel near any energy project.

An Operating Wind Farm, Plus a Second Wind Project and a Major Solar Project in Development

Case-by-case / verify locally

Green River Wind Farm (194 MW, operating since 2019, spanning Lee, Whiteside, and Bureau Counties) is already on the ground; Gipper Wind Farm (212 MW) and Gipper Solar Farm (255 MW, spanning Whiteside and Rock Island Counties) are both in development. See our dedicated wind and solar leasing page for what land near any of these involves.

A County That Had to Settle a Solar-Permit Lawsuit

Case-by-case / verify locally

The Whiteside County Board twice denied a small solar farm's special-use permit before settling a resulting lawsuit in early 2025, after the developer argued the county's denial exceeded what state law allows. This shows real friction between local zoning discretion and the state's 2023 solar-siting law -- worth understanding if you're near a pending application.

Zoning: a Building & Zoning Department that had to catch up with state law

Whiteside County's Building & Zoning Department, based at 200 E Knox Street (Floor 2) in Morrison and reachable at (815) 772-5175, administers zoning and building permits for unincorporated territory -- all permit applications must be presented in person at the office. As with every Illinois county, this authority under 55 ILCS 5 Division 5-12 applies only outside incorporated municipalities; the county's cities and villages administer their own separate zoning inside their corporate limits.

Public Act 102-1123, signed January 27, 2023, amended 55 ILCS 5/5-12020 of the Counties Code to set statewide siting standards for commercial wind and solar -- setbacks, turbine height, decommissioning -- that a county's own ordinance cannot exceed in restrictiveness. Whiteside County, whose existing zoning ordinance conflicted with the new law, amended its own ordinance in May 2023, within the 120-day window the law required. That compliance history matters here specifically: as described below, the county was later sued over a solar-permit denial that a developer argued still exceeded what the amended state framework allows.

A wind farm already operating, plus a second in the pipeline

The Green River Wind Farm has been generating power since the end of 2019: 74 turbines rated at 194 MW combined, spread across roughly 13,000 acres in Lee, Whiteside, and Bureau Counties. Developed by Geronimo Energy (now operating under National Grid Renewables), the project sells power under a mix of virtual power purchase agreements with corporate buyers (including Apple and Akamai Technologies) and a direct power purchase agreement with the Illinois Municipal Electric Agency. This is a genuinely separate project from anything documented on this site's Lee County page, which covers a different set of wind farms entirely.

A second wind project, Gipper Wind Farm, is in pre-construction as of this research pass: 75 turbines planned at 212 MW, developed by Scout Clean Energy, with a reported project cost around $323 million. If you're evaluating land in Whiteside County, ask the Building & Zoning Department directly whether a specific parcel falls inside either project's footprint or any recorded lease or easement area -- these agreements don't always show up in a standard title search summary.

Gipper Solar Farm and a lawsuit over a smaller, denied solar project

Scout Clean Energy is also developing the Gipper Solar Farm, a 255 MW project on roughly 2,000 acres of locally owned land spanning Whiteside and Rock Island Counties -- large enough, per the developer, to power more than 40,000 Illinois homes, representing an estimated $380 million total investment with a target completion date around September 2029. Separately, Whiteside County's Land Use, Planning & Zoning survey work has tracked a much larger number of smaller-scale solar applications moving through the county in recent years, reflecting real, broad-based interest in solar development here beyond the handful of utility-scale projects.

That broad interest hasn't always gone smoothly for the county. In October 2024, Prataria Solar LLC sued Whiteside County after the County Board twice denied its special-use permit application for a comparatively small, 5-megawatt solar farm on about 40 acres of a 70-acre parcel near Morrison. The lawsuit alleged the County Board applied standards more restrictive than Public Act 102-1123 allows -- specifically, that counties may set standards for commercial solar facilities but cannot exceed the state's own ceiling. The County Board voted to settle in early 2025, agreeing to grant the special-use permit. If you're near a solar application currently working through the county, this history suggests the board's discretion to deny a compliant project is now narrower than it may have once assumed.

Septic, wells, and other departments to know

Septic and water-well permitting in Whiteside County runs through the Whiteside County Health Department, with offices in both Morrison ((815) 772-7411) and Rock Falls ((815) 626-2230). Permit applications for wells, septic tanks, and other sewage disposal facilities must include a plat showing existing and proposed systems along with a site-specific soil investigation, and must be approved before the corresponding building permit is issued -- consistent with the statewide IDPH Title 77 Part 905 framework used across Illinois.

For recorded deeds, easements (including any wind- or solar-lease documents), and plats affecting a specific parcel, contact the Whiteside County Recorder's office. The county's Assessor's office handles property valuation. Given the pace of energy development described above, confirm directly with the Building & Zoning Department whether any pending application affects land you're evaluating, even land not obviously inside a mapped project boundary.
