Buying Land in Will County, Illinois
Will County, seat Joliet, sits at the southwestern edge of the Chicago metro -- an agricultural county reshaped by warehouse and intermodal logistics development, home to the Braidwood nuclear plant, and in 2026 the site of a landmark legal fight over how much discretion the County Board actually has to say no to a commercial solar project.
Zoning: the Land Use Department and the A-1 agricultural exemption
Will County's Land Use Department, through its Development Services Division and Current Planning & Zoning function, administers Chapter 155 of the Will County Code for unincorporated territory. As in every Illinois county, this authority under 55 ILCS 5 Division 5-12 applies only outside incorporated municipalities -- Joliet and the county's many other cities and villages administer their own separate zoning inside their corporate limits, which matters especially here given how much of Will County has annexed into growing municipalities over the past two decades.
The county's A-1 Agricultural District is built to accommodate and preserve farming: the zoning ordinance cannot impose permit requirements on land used for agricultural purposes itself, and there's no fixed minimum lot size for splitting a farmstead parcel off a larger parent tract, provided the resulting parcel still complies with applicable building setbacks and health-department regulations. That exemption has a real limit, though -- a residence built in connection with an agricultural use, along with its water supply and sewage disposal facilities, is NOT exempt and remains fully subject to the zoning ordinance. If you're evaluating a smaller agricultural parcel with a house (existing or planned) in mind, confirm directly with the Land Use Department which parts of your plan fall inside the agricultural exemption and which don't.
A logistics hub built on farmland: the largest inland port in North America
Will County was, in the words of one industry account, "pretty much a sleepy" agricultural region three decades ago. It's now home to the CenterPoint Intermodal Center, a combined roughly 6,400-acre complex spanning Joliet and Elwood, described as the largest inland port in North America -- served by five Class I railroads, three intermodal facilities, four interstate highways, three navigable waterways, and an estimated 1,500 miles of pipeline. Illinois's 43rd Senate District, which largely overlaps Will County, reportedly has more square footage of large warehouses (30,000 square feet and up) than any other Senate district in the state.
This matters for land buyers in two directions. Land near existing or planned intermodal and warehouse development can see real appreciation pressure and annexation interest from nearby municipalities, similar to the exurban growth pattern seen in counties like Kendall or Kane -- but it can also mean truck traffic, noise, and air-quality concerns that have generated real local pushback in parts of the county. Local reporting has specifically noted that municipal zoning in individual villages isn't always equipped to handle projects of this regional scale, and that the county has worked with the Will County Center for Economic Development on a Community Friendly Freight Mobility Plan to address exactly this kind of coordination gap. If a parcel sits anywhere near a logistics corridor, ask directly about pending large-scale development plans nearby, not just the parcel's own zoning designation.
A county board that found out how little discretion it has over solar
Will County became one of the first real test cases for a landmark March 2026 appellate ruling, Equity Solar Illinois v. County of Grundy, in which the Illinois Appellate Court's Third District held that Public Act 102-1123's 2023 amendments to the Counties Code require a county to grant a special-use permit to a commercial solar project that meets all state siting requirements -- and that counties cannot rely on ordinary zoning considerations like compatibility with surrounding land use, property-value impact, or general welfare to deny one. In April 2026, a Will County circuit court applied that ruling directly: after the County Board had denied six commercial solar special-use permit applications, the court ordered the board to approve all six by April 17, 2026, and the board complied.
The county then moved forward with new solar applications under this narrower understanding of its own discretion. In May 2026, the County Board approved a roughly 6,100-acre solar project -- reported under the name "Pride of the Prairie" and developed by Earthrise -- spanning some 96 separate properties across Manhattan, Green Garden, and Wilton Townships, the largest such project the county had approved to date; opponents reportedly planned to challenge the underlying state law's constitutionality separately. A smaller example from the same court-ordered batch, the Plum Valley Solar Project (Sparrow Management, roughly 260 MW across about 2,258 acres in Monee, Crete, Washington, and Will Townships), shows the scale of individual projects now moving through the county. See our dedicated wind and solar leasing page for what this legal landscape means if you own land near a current or proposed project.
Braidwood nuclear station -- and a correction about Dresden
Braidwood Nuclear Generating Station, operated by Constellation Energy, sits in Reed Township, Will County -- two Westinghouse pressurized-water reactors commissioned in 1987 and 1988, relicensed by the Nuclear Regulatory Commission in 2016 through 2046 and 2047, and reported to generate roughly $26.5 million a year in local tax support for schools, roads, and other public services. Its mailing address is in the nearby village of Braceville, which sits in Grundy County -- a common source of confusion, since the plant's name and mailing address don't match its actual siting county.
It's worth being direct about a related point: Dresden Generating Station, which some regional emergency-planning materials group together with Braidwood (both are Constellation-operated stations in the same general area), is actually located in Goose Lake Township, Grundy County, near Morris -- not in Will County. If you're evaluating land specifically because of its proximity to "Will County's nuclear plants," confirm which plant and which county a given parcel is actually near before relying on that description.
Septic, wells, and other departments to know
Septic and water-well permitting in Will County runs through the Will County Health Department's Environmental Health Division, which inspects water wells, wastewater treatment systems, and non-community public water supplies, and administers the county's Private Sewage Program under the statewide IDPH Title 77 Part 905 framework.
For recorded deeds, easements (including any solar-lease documents tied to the projects above), and plats affecting a specific parcel, contact the Will County Recorder's office. University of Illinois Extension serves Will County jointly with Grundy and Kankakee Counties. Given how much land use is in flux here -- annexation, warehouse development, and now large-scale solar -- confirm directly with the Land Use Department whether any pending rezoning, annexation, or special-use application affects land you're evaluating.
