Zoning Near Grissom Air Reserve Base in Cass County, Indiana

Cass County's zoning is unusual in two ways at once: it's administered jointly with the city of Logansport rather than by the county alone, and a meaningful share of the county's land sits inside a dedicated military overlay district tied to Grissom Air Reserve Base -- with a real disclosure requirement attached since 2023.

This page covers what's specific to Cass County. For the general explanation, see the national guide.

Two plan commissions, one shared planning department

Confirming zoning jurisdiction in Cass County starts with figuring out which of two plan commissions actually covers your parcel. The Logansport Plan Commission, established under IC 36-7-4-200 series, administers the "Logansport and Fringe" Zoning Ordinance and Subdivision Ordinance -- covering the city of Logansport itself plus a defined fringe area extending beyond city limits. The separate County Plan Commission covers the rest of unincorporated Cass County under the county's own 2024-dated zoning ordinance, and meets monthly at the Cass County Government Building (200 Court Park, Logansport). Both commissions are staffed by a single joint Logansport/Cass County Planning Department, so a single office can answer questions about either ordinance -- but the ordinance that actually governs a given parcel, and the specific district and setback rules that apply, depend on which side of the fringe boundary the land falls on.

The Grissom Air Force Overlay District, and why the 2018 JLUS recommended updating it

Cass County's zoning ordinance includes a Grissom Air Force Overlay District covering land near the base -- distinct from a separate Logansport/Cass County Airport Overlay District that applies around the local civil airport. In 2018, Grissom Air Reserve Base and the surrounding communities completed a Joint Land Use Study (JLUS), a formal, federally-supported planning process meant to identify where military operations (aircraft noise, accident-potential zones, and similar impacts) and civilian land use could come into conflict. The JLUS specifically recommended updating the county's Grissom overlay district to reflect current Air Force guidance and to account for the noise and safety contours associated with potential future aircraft assignments to the base -- meaning the overlay district that's on the books today may not fully reflect the most current recommended boundaries, and a buyer near the base should ask directly whether an update has been implemented since 2018 rather than assuming the existing overlay map is current.

Senate Bill 332: a real estate disclosure requirement within three miles of the base

In 2023, Indiana's General Assembly passed Senate Bill 332, creating a statewide framework specifically for zoning and real estate near military installations, including Grissom Air Reserve Base along with two other named Indiana bases. The bill establishes a defined "military impact area" -- land within three miles of one of the covered installations -- and requires a real estate disclosure when property inside that area changes hands, so a buyer is put on notice that the parcel sits near active military operations before closing rather than discovering it afterward. Separately, the law allows a local government to establish a formal "military impact zoning district" for land materially and adversely affected by base operations, and it gives a representative of the military installation a seat as a nonvoting adviser to the local plan commission -- a structural channel for the base's own perspective to reach zoning decisions that a county wouldn't otherwise have.

For a buyer, the practical takeaway is straightforward: if a parcel sits within roughly three miles of Grissom, confirm with your title company or closing attorney that the required disclosure has been provided, and ask the joint Logansport/Cass County Planning Department directly whether the parcel falls within a formally established military impact zoning district (distinct from simply being inside the three-mile disclosure area) and what, if any, additional restrictions that status carries.
