Wind and Solar Energy Leasing in Fountain County, Indiana
Fountain County has moved from zero utility-scale solar to one operating 200 megawatt farm and a proposed 700 megawatt project in the span of a few years. If you've been offered a lease, are buying land under one, or are just buying nearby, here's what's on the ground and what governs it.
This page covers what's specific to Fountain County. For the general explanation, see the national guide.
What's already built: Crossroads Solar
Crossroads Solar, developed by Ranger Power (a Chicago-based company focused on large-scale Midwest solar), is a 200 megawatt facility spanning roughly 2,000 acres between Covington and Veedersburg, sited along the I-74 corridor. County leaders had been in discussions with Ranger Power about the project since 2019 before the Fountain County Council formally approved it, structuring a 10-year tax abatement for the developer in exchange for a $7.8 million payment to the county. The project was reported as operational as of 2025, with Ranger's own figures putting its output at enough to power more than 30,000 homes and its carbon offset at roughly the equivalent of 62,000 cars removed from the road -- developer-sourced figures this research pass could not independently verify against a neutral source.
If you're buying land in the Covington-Veedersburg corridor along I-74, whether or not a listing mentions it, check the parcel's recorded documents at the Fountain County Recorder's office for any solar lease, easement, or collector-line agreement -- these commonly cover turbine-adjacent farmland even where the surface still looks and is farmed like ordinary cropland outside the fenced panel array itself.
What's pending: Dolphin Solar, a much larger project near Attica
Dolphin Solar, developed by Geenex Solar, is proposed at roughly 700 megawatts across about 4,500 acres near Attica -- more than three times Crossroads Solar's capacity on more than double the acreage. The project secured approval from the City of Attica's Board of Zoning Appeals and Plan Commission in November 2023 and entered an economic development agreement with the city the following month. On August 15, 2025, Dolphin Solar LLC filed a Verified Petition with the Indiana Utility Regulatory Commission (IURC) seeking certain determinations, jurisdictional declinations, and approvals needed to construct, own, and operate the facility -- meaning the project was still moving through state-level review, alongside whatever additional state and federal permits it needs, as of this research pass.
If you're evaluating land near the proposed Dolphin Solar footprint around Attica, treat the project's final scope, exact boundary, and timeline as genuinely unresolved rather than settled -- an IURC petition being filed is a real regulatory step, not a guarantee of final approval or a confirmed construction start date. Check directly with the Fountain County Plan Commission and the IURC's own docket for Dolphin Solar's current status before assuming anything about a specific nearby parcel.
The zoning framework behind both projects
Unlike a lot of rural Indiana counties that had to write solar rules from scratch under development pressure, Fountain County's zoning ordinance already had a purpose-built Commercial Solar Energy System framework in place: ground-mounted solar generating power for off-site use is a permitted use -- no rezoning required -- in the county's Agriculture, Business, and Industrial zoning districts, subject to a 30-foot setback from property lines, a 100-foot setback measured from the center of any road right-of-way, a 200-foot buffer from residential zoning districts, a 20-foot maximum panel height, required fencing, and a decommissioning plan provided upon request.
That specificity matters for a landowner or buyer: because solar is permitted by right in these districts rather than requiring a discretionary rezone, a project meeting the ordinance's standards generally doesn't face the same public-hearing gauntlet a rezone would trigger. That's part of why Fountain County has moved relatively quickly from no utility-scale solar to two major projects -- confirm a proposed project's compliance with these specific setback and buffer numbers directly with the Plan Commission rather than assuming state-level review at the IURC substitutes for local zoning compliance.
If you've been offered a lease, or are buying land already under one
If you're the landowner being approached about a new lease: Fountain County's ordinance sets the regulatory floor -- setbacks, buffers, height, decommissioning -- not the lease's financial terms. Payment structure and escalation, term length and renewal options, exactly what the easement covers (panel arrays only, or also access roads, collector-line corridors, and setback buffer acreage you'd otherwise farm normally), and who bears decommissioning cost if the developer becomes insolvent are all matters of private contract. Given how long these leases typically run, review by an attorney experienced in Indiana solar leases is worth the cost before signing.
If you're buying land already subject to a recorded solar lease or easement -- whether tied to Crossroads Solar or a future Dolphin Solar footprint -- pull the actual recorded document from the Fountain County Recorder rather than relying on a listing summary. Confirm what portion of the parcel is actually restricted, whether the lease or easement transfers automatically to you as the new owner (most are structured to run with the land), what ongoing payments (if any) you'd be entitled to, and whether the Plan Commission has any record of a decommissioning plan or financial assurance on file for that specific project.
