Buying Land in LaPorte County, Indiana
Seat LaPorte City, on Indiana's Lake Michigan shore near Michigan City. LaPorte County has become one of the state's biggest hyperscale data-center hosts almost overnight -- a roughly $1 billion Microsoft campus and a roughly 1,000-acre farmland annexation -- and has responded in 2026 with a new ordinance confining future data centers to industrial-zoned land in unincorporated territory only.
Zoning: a genuine joint ordinance across the county and two cities
LaPorte County's zoning runs through a Joint Zoning Ordinance that applies to all unincorporated areas of the county together with the incorporated City of LaPorte and Michigan City, plus a LaPorte Overlay District covering certain areas outside LaPorte's city limits that are still included in the joint framework. That's a genuine example of the joint city-county planning arrangement Indiana's IC 36-7-4 allows, administered day to day through the LaPorte County Plan Commission and Board of Zoning Appeals. Confirming which specific zoning district -- and which of the three participating jurisdictions -- governs a given parcel is the necessary first step for any land-use question here.
The Plan Commission has also been actively amending the Joint Zoning Ordinance in recent years, including adding new subdistricts and, as described below, entirely new sections addressing data centers and solar energy that didn't exist in the ordinance a few years ago -- so don't assume an older printed copy of the ordinance reflects current rules.
Microsoft's data center campus: the reason zoning is changing here
Governor Holcomb announced a roughly $1 billion Microsoft data center campus in La Porte -- reporting describes an initial roughly 489-to-500-acre footprint, with Microsoft already constructing multiple buildings and plans to expand toward as many as 17 total data center buildings on the site. NIPSCO (Northern Indiana Public Service Company) has worked directly with Microsoft on the electric infrastructure needed to serve the campus. In 2026, the LaPorte Common Council voted to move forward with annexing roughly 1,000 additional acres of nearby farmland specifically to support further campus expansion -- a scale of land-use change that a county government built around ordinary agricultural and residential zoning wasn't originally set up to handle.
That pace of change is part of a broader regional pattern -- Google has also been developing a data center campus near Michigan City, and Amazon Web Services announced a large Indiana data-center and AI-infrastructure investment in November 2025 -- meaning LaPorte County's land-use pressure from this industry is unlikely to be a one-time event. A new 2026 data center ordinance, and a multi-year solar-siting saga
Facing that pressure, the LaPorte County Plan Commission spent roughly from October 2025 through May 2026 drafting a data center ordinance, ultimately sending it to the county commissioners with an 8-1 favorable recommendation. As reported, the ordinance confines new data centers in unincorporated LaPorte County to industrial-zoned land only -- explicitly protecting agricultural land from this specific use -- requires Board of Zoning Appeals approval for any proposed facility, and sets standards covering setbacks, noise levels, water usage, and required training for local fire departments. Importantly, the ordinance applies only to unincorporated county territory, not to land inside the City of LaPorte or Michigan City, which administer data-center siting under their own zoning authority within the same Joint Zoning Ordinance framework.
Separately, and on a longer timeline, LaPorte County has been working through its own solar-siting rules since at least 2023, including a moratorium-consideration reported in 2024 and successive draft ordinance updates through mid-2025, with the county posting what its own site labels a "FINAL Solar Ordinance" dated August 2025. A previously approved RWE Clean Energy solar project in the county carries a 250-foot setback from other properties as a condition of its specific approval. Given how many draft versions of this ordinance surfaced during this research pass, treat the solar ordinance's exact currently-adopted setback and acreage terms as something to confirm directly with the Plan Commission rather than something this page can state with full confidence.
Septic, wells, and other departments to know
A septic permit from the LaPorte County Health Department (LPCHD) must be obtained before a building permit can be issued for new home construction on unincorporated land here. The application requires a soil report from a certified soil scientist based on a minimum of three borings per lot, and all septic installers must be registered, bonded, and certified with the LPCHD. Notably, the county won't issue a septic permit where a municipal sewer line sits within 300 feet of the property boundary -- a detail worth checking for any parcel near the edge of LaPorte City, Michigan City, or one of the county's smaller incorporated towns. A separate water well construction permit, with its own fee set by the County Commissioners, is required from the same department before drilling.
The LaPorte County Assessor ((219) 326-6808 ext. 2268/2290), Auditor ((219) 326-6808 ext. 2226/2257), Recorder ((219) 326-6808 ext. 2280), and GIS/Mapping office ((219) 326-6808 ext. 508) are all reachable through the county's shared main line -- useful for parcel numbers, tax records, recorded deeds and easements, and mapping data respectively.
