Zoning in St. Joseph County, Indiana: Farmland Converting to Industrial Megasites
St. Joseph County's zoning map is unusually split between the Area Plan Commission and two separate big-city ordinances -- and, on the county's fringes, unusually fast-moving, as three of the largest industrial projects in county history convert working farmland east of New Carlisle and near Granger.
This page covers what's specific to St. Joseph County. For the general explanation, see the national guide.
Who actually zones what: a county split three ways
The Area Plan Commission of St. Joseph County has zoning jurisdiction over unincorporated county territory plus five small towns -- Lakeville, New Carlisle, North Liberty, Osceola, and Roseland. It does not cover the county's two cities: South Bend and Mishawaka each run entirely separate plan commissions and zoning ordinances, and the towns of Walkerton and Indian Village also maintain their own. In practical terms, a large share of the county's built environment sits outside the Area Plan Commission's reach entirely, so the first question for any specific parcel isn't 'what does St. Joseph County zoning say' but 'which of the county's several zoning authorities actually has jurisdiction here.'
For land the Area Plan Commission does cover, the county's Agriculture zoning district -- the default classification across most of the unincorporated county -- sets a 20-acre minimum lot size for new residential development. That single rule shapes a lot of what's possible on ordinary farmland: splitting off a smaller homesite or a hobby-farm parcel from a larger tract typically requires either a formal rezoning petition or a subdivision variance rather than a routine lot split, so a buyer planning to divide acreage should budget time and cost for that extra approval step from the outset.
The GM/Samsung SDI battery plant: 680 acres, a $3.5 billion start, and a 2026 pivot
East of New Carlisle, General Motors and Samsung SDI's joint venture converted roughly 680 acres of farmland into the site of what was announced as a $3.5 billion electric-vehicle battery cell plant, projected at more than 1,600 permanent jobs -- one of the largest single industrial investments in county history. The project moved through the county's economic-development and tax-abatement process as a joint venture, with local incentive agreements tied to job-creation and investment commitments.
That story took a real turn in August 2026: General Motors sold its entire ownership stake in the joint venture to Samsung SDI, citing a broader slowdown in EV demand that led GM to scale back its earlier electrification plans. The still-under-construction facility became Samsung SDI's first wholly owned battery plant in North America, and the company has indicated it now intends to redirect the site toward manufacturing stationary energy-storage system batteries rather than the electric-vehicle cells originally planned. For anyone evaluating land near the New Carlisle site, that shift is worth tracking directly rather than relying on the plant's original 2023 announcement, since a stationary-storage plant can carry a different traffic, employment, and buildout profile than the EV-cell facility first proposed.
Two more megasites: an Amazon Web Services campus and a 900-acre Microsoft campus
The battery plant isn't the only large industrial conversion near New Carlisle -- Amazon Web Services has also built a data-center campus in the same general area, adding to the concentration of large-footprint industrial development on what was previously agricultural land in that part of the county.
On the opposite side of the county, near Granger, Microsoft purchased roughly 900 to 930 acres of farmland from St. Joe Farm -- reportedly for $77.5 million -- east of Capital Avenue and Cleveland Road, bordered on the north by the Indiana Toll Road, to build a multi-building data-center campus. The project drew organized local opposition (a group calling itself Stop Data SJC) over concerns about water use and utility capacity, and it prompted a county council discussion of extending a tax-increment-financing district along the Capitol Avenue corridor to help fund related infrastructure -- a rail overpass near Douglas Road, water and sewer upgrades, and road improvements. Whether that TIF extension is ultimately adopted, and on what boundary, is worth confirming directly with the county council before assuming a specific nearby parcel falls inside or outside the district.
- Confirm which zoning authority governs a specific parcel -- the Area Plan Commission, South Bend, or Mishawaka -- before assuming county rules apply
- For unincorporated Agriculture-zoned land, budget for a rezoning or variance process if your plan involves splitting off a parcel smaller than the 20-acre minimum
- Near New Carlisle, check the current status and scope of the GM/Samsung SDI site (now solely Samsung SDI-owned and reportedly shifting toward stationary storage) rather than relying on the original 2023 announcement
- Near Granger, confirm whether a parcel falls inside any proposed or adopted TIF district extension tied to the Microsoft campus, and check current water and sewer capacity given the scale of nearby development
