Buying Land in Franklin County, Iowa
Franklin County -- seat Hampton, north-central Iowa -- adopted a comprehensive plan in 2018 and administers zoning, subdivisions, floodplain management, and septic/well permitting through one combined Environmental Health, Sanitation, and Zoning department. The county's defining land-use fact is wind: three Alliant Energy projects have been generating power here since 2009, and a fourth, the 200-megawatt Wild Rose project, cleared a contested Board of Adjustment hearing in mid-2026 after years of delay.
Zoning, subdivisions, and floodplain: one department, chapter-organized code
Franklin County adopted its Comprehensive Development Plan on December 3, 2018 -- the comprehensive plan Iowa law requires before a county can enforce a zoning ordinance -- and its code is organized by chapter, including Chapter 71 (Subdivisions) and Chapter 74 (Floodplain Management). Subdivision review is handled by the Franklin County Planning Commission, with engineering review from the County Engineer's office for road and drainage matters; floodplain permits are required for construction within a mapped flood hazard area, consistent with Iowa's statewide floodplain permitting framework administered jointly by counties and Iowa DNR.
All of this -- zoning, subdivision, and floodplain administration -- runs through the same Environmental Health, Sanitation, and Zoning department that also issues septic and well permits, rather than being split across separate planning and health offices. Confirm current zoning district and any applicable overlay for a specific parcel directly with that department before assuming a use is permitted outright.
Wells and septic: flat fees, one office, standard Iowa Time of Transfer rules
Septic permits cost $200 and well permits cost $150, both issued by the Environmental Health, Sanitation, and Zoning department out of its Hampton office. The department also provides free water testing to any private well owner in the county and requires an on-site review before approving new well construction. As in every Iowa county, a private sewage treatment system serving a property here must be inspected before the sale closes, under the state's 2009 Time of Transfer law.
Wind energy: an established industry, and a newly-contested new project
Franklin County's defining land-use story is wind. Alliant Energy has operated three wind projects here since 2009, together generating enough electricity to power more than 160,000 homes -- a mature, long-settled part of the county's landscape and tax base. What's not settled is the newest addition: the 200-megawatt Wild Rose Wind project, first proposed in 2021 by Steelhead Americas, which stalled for years past its original completion target amid resident complaints about poor communication from the developer. Alliant Energy acquired the project in late 2024 and pushed it back through permitting; in mid-2026, a standing-room-only Franklin County Board of Adjustment meeting approved conditional-use permits for the project's wind turbines but denied the variances Wild Rose needed for its substations.
That split outcome -- turbines cleared, substation siting still unresolved -- means Wild Rose's final footprint and timeline are not yet locked in. See our dedicated wind-and-solar-leasing page for this county for what that means for a nearby or under-lease parcel, and confirm current project status directly with the county before treating either the turbine approval or the substation denial as final.
