Zoning in Warren County, Iowa
Warren County's zoning and subdivision ordinances were completely rewritten over a multi-year process that only just concluded -- final chapters were posted between December 2025 and January 2026. Here's the timeline, what changed, and why an older zoning map or ordinance PDF for this county is likely already out of date.
This page covers what's specific to Warren County. For the general explanation, see the national guide.
From a temporary regulation to a total rewrite: the multi-year timeline
Warren County's current zoning framework is the end point of a process that took several years and multiple stages. Before this rewrite, the county operated under a temporary land-use regulation while working toward a new comprehensive plan and zoning ordinance -- an acknowledgment that the existing framework needed a genuine update rather than incremental patching. A first substantial revision, approved by the Board of Supervisors in August 2023, reduced the county's residential zoning districts from six to four and added provisions allowing non-commercial agricultural uses in rural residential districts, among other changes documented in the county's own August 2023 revision summary.
That 2023 revision turned out to be an interim step rather than the final destination. The county subsequently engaged MSA Professional Services -- a planning consulting firm simultaneously leading a comparable Comprehensive Plan rewrite for Dallas County, on the opposite side of the Des Moines metro -- to lead a complete repeal-and-replace of the county's full zoning ordinance (Chapters 40 through 43) and its subdivision ordinance (Chapter 46). At a public hearing on November 18, 2025, MSA consultant Jenna Gillum presented the first reading of the new zoning and subdivision ordinances to the Board of Supervisors, which advanced the package for additional refinement and two further readings before final adoption.
The finalized chapters were then posted on the county's own website in stages over the following weeks: Chapter 46 (Subdivision Regulations), finalized December 10, 2025; Chapter 42 (Supplementary and Qualifying Regulations) and Chapter 40 (General Provisions and Regulations), both finalized December 30, 2025; and Chapter 41 (Districts and Boundaries), finalized January 2, 2026. As of this review in September 2026, that means the entire current zoning and subdivision framework for unincorporated Warren County took final effect only within the past several months.
What changed, and what to confirm under the new framework
Under the finalized framework, we could confirm two specific residential minimum-lot-area figures: two net acres for standard rural residential development, intended to provide for low-density, two-acre single-family dwellings within a quarter-quarter section; and one net acre for the county's Planned Residential (PR) district, intended for low- to moderate-density suburban single-family development. These figures reflect the finalized chapters as posted; because the ordinance was in flux for several years before settling into this form, any zoning reference material, real-estate listing description, or search result describing Warren County's zoning that predates late 2025 may describe an earlier, superseded version of the district structure -- including the pre-2023 six-district system or the 2023 interim four-district revision, neither of which is the current framework.
Because the subdivision ordinance (Chapter 46) was rewritten on the same timeline and by the same consultant as the zoning ordinance, anyone planning to subdivide acreage in unincorporated Warren County should expect the plat-review process itself, not just the underlying zoning districts, to reflect this recent overhaul. Confirm the current subdivision procedure, required plat contents, and any public-infrastructure or homeowners-association provisions directly with Planning & Zoning rather than relying on a pre-2025 description of the process.
Given how recently this framework took effect, the single most useful step for any Warren County land purchase is a direct call to Planning & Zoning ((515) 690-9160) to confirm the specific parcel's current zoning district, applicable dimensional standards, and whether any recent rezoning or variance affecting that parcel has been processed under the new chapters -- rather than relying on an assessor record, a real-estate listing, or an older cached version of the county's zoning map.
What to verify before buying
- The parcel's current zoning district under the finalized Chapter 41 (Districts and Boundaries, effective Jan. 2, 2026), not an older district name or boundary.
- Current minimum lot area and dimensional standards (setbacks, height, lot coverage) under finalized Chapter 40 and Chapter 42, both effective Dec. 30, 2025.
- Whether any subdivision, rezoning, or variance application affecting the parcel was filed or approved under the pre-rewrite ordinance and may need to be reconciled with the new chapters.
- Whether the parcel sits closer to Indianola and the Des Moines metro growth corridor (where residential development pressure and rezoning activity are more likely) versus the county's more agricultural southern and western townships.
