Buying Land in Miami County, Kansas
Miami County, seat Paola, is the southernmost county of the Kansas City metro area and one of its fastest-growing -- population rose from 34,191 in the 2020 Census to an estimated 35,320 by mid-2023, and recent Census Bureau estimates put its growth rate among the highest in the KC metro. The county has real, mature zoning for its unincorporated area (nine zoning districts, a Planning Commission, and a Board of Zoning Appeals), but it hasn't updated its Comprehensive Plan since 2004 and is doing so now specifically to manage the tension between continued exurban development pressure and preserving rural land. Miami County sits outside all five Kansas Groundwater Management Districts.
Zoning: comprehensive, active, and administered separately from Paola
Miami County's unincorporated area is genuinely zoned, with real depth to the code: the county's Zoning Regulations establish nine separate zoning districts, administered day to day by the Planning & Zoning Department out of the Administration Building in Paola. The department also administers the county's Subdivision Regulations, which govern how raw land can be divided and require coordination with existing streets, utilities, and public facilities before a new subdivision plat is approved. A nine-plus-member Planning Commission meets monthly (first Tuesday) to review rezoning applications, subdivision plats, and comprehensive-plan matters, while a separate Board of Zoning Appeals meets as needed (third Wednesday) to hear variance requests and appeals of administrative zoning determinations.
A practical point worth flagging: the City of Paola, the county seat and Miami County's largest city, runs its own separate zoning code and permitting process within its city limits, distinct from the county's regulations -- as do the county's other incorporated cities (Osawatomie, Louisburg, Fontana, and others). Before assuming which rules govern a specific parcel, confirm whether it sits inside an incorporated city (and, in some cases, within a city's extraterritorial platting jurisdiction just outside its limits) or squarely in the unincorporated county, since the applicable zoning district, permitted uses, and permitting office will differ. Environmental health and septic-system permitting for unincorporated-county parcels is handled through the county's Code Services / Environmental Health office (913-294-4117), on top of the KDHE Bulletin 4-2 statewide floor described on our Kansas state page.
A fast-growing KC-metro exurb rewriting its land-use rules
Miami County's defining land-use story right now is growth pressure, and it's backed by real Census data rather than local boosterism: the county's population grew from 34,191 at the April 2020 Census to an estimated 35,320 by July 2023, and 2024-2025 reporting on Kansas City metro population growth (drawing on Census Bureau estimates) identified Miami County as among the fastest-growing counties in the region -- part of the same outward push that has driven double-digit growth in nearby Spring Hill and Gardner as the KC metro's suburban and exurban ring expands southward and westward. Miami County is the southernmost county in the Kansas City MSA, giving it highway access to the metro while still offering larger-acreage rural and agricultural land than closer-in Johnson County.
The county's own planning department is responding to this directly: Miami County last comprehensively updated its Comprehensive Plan in 2004, and is now undertaking a full update explicitly framed around assessing the county's current state, identifying its biggest assets and challenges, and setting policy for future residential and commercial land use, agriculture, parks and trails, and road/sewer/water infrastructure -- with an explicit goal of balancing continued urban-style development with preserving rural lifestyles. For a land buyer, this means Miami County's zoning and subdivision rules, while real and currently enforced, are more likely to see meaningful revision in the next several years than in a county with a more recently updated plan and slower growth -- verify current zoning designation, any pending rezoning near a specific parcel, and the comprehensive plan's status directly with Planning & Zoning before treating today's rules as fixed long-term.
