Flood Zones in Sedgwick County, Kansas
The Arkansas River and its tributaries carry an extensive, FEMA-mapped floodplain through Wichita and unincorporated Sedgwick County. Before you build, repair, or even improve a structure inside a mapped Special Flood Hazard Area here, county rules require a specific permit and specific construction standards -- not just a general awareness that the land sits near water.
This page covers what's specific to Sedgwick County. For the general explanation, see the national guide.
A real permit requirement, not just a disclosure line on a map
If a Sedgwick County parcel sits inside a Special Flood Hazard Area, anything you do to it -- build, repair, replace, or improve a structure -- first requires a Floodplain Development Permit. That permit process is administered by the Metropolitan Area Building and Construction Department's (MABCD) Environmental Section for both the City of Wichita and unincorporated Sedgwick County, through the Wichita/Sedgwick County Floodplain Manager. Requesting any encroachment into the mapped 100-year floodplain triggers a special review and approval process through the county's Public Services Bureau, and the property owner -- not the county -- is responsible for providing any required elevation surveys and engineering certifications to support that review.
The Arkansas River and its tributaries carry the county's largest mapped flood hazard, running directly through Wichita and into the surrounding unincorporated area, and the two most common FEMA flood zone designations you'll encounter on a Sedgwick County parcel are Zone AE (an area with a detailed base flood elevation established by engineering study) and Zone X (an area of moderate or minimal flood hazard, outside the mapped 1-percent-annual-chance floodplain). Which zone a specific parcel falls into is not something to guess at from its general location -- the county's own floodplain mapping should be pulled for the exact parcel before you assume either way.
Construction standards inside the mapped floodplain
Two specific construction standards apply once a parcel is confirmed inside a Special Flood Hazard Area. First, any new or substantially improved structure must have its finished floor elevated to at least one foot above the Base Flood Elevation (BFE) established for that location -- a freeboard requirement that adds a real margin above the minimum FEMA standard. Second, any construction proposed inside the regulatory floodway (the portion of the floodplain that must be kept clear to safely convey floodwater) requires a no-rise certification, a licensed engineer's analysis showing the project will not raise the base flood elevation for neighboring properties. Sewage facilities carry their own explicit restriction here too: septic systems and other sewage facilities must be kept entirely out of any floodway reserve or drainage easement, which can rule out an otherwise reasonable building site on a larger rural lot.
Because floodplain mapping is periodically revised -- Sedgwick County's own draft floodplain data was updated in August 2025, with the current statewide effective floodplain dated April 28, 2026 -- a parcel's flood-zone status is not necessarily fixed forever. A tract that sat outside the mapped floodplain a few years ago could be remapped into it, or vice versa, as FEMA and the county update their models. Before relying on a flood-zone designation you find on a listing or an older map, pull the parcel's current status directly from the Kansas Floodplain Viewer or Sedgwick County's own GIS system, and confirm with the Wichita/Sedgwick County Floodplain Manager whether a Floodplain Development Permit, an elevation certificate, or a no-rise certification will be required for what you intend to build.
