Buying Land in Sheridan County, Kansas

Sheridan County, seat Hoxie, is a case study in the state hub's warning that plenty of rural Kansas counties have adopted little or no zoning: we found no evidence of a county zoning code or planning department across the county's own site and directories. The county sits entirely within Northwest Kansas Groundwater Management District No. 4, and hosts its own named, sub-district groundwater control area -- the Sheridan 6 LEMA, in effect through 2027 -- which a much larger proposed district-wide LEMA may soon expand or supplement.

No County Zoning Department Found -- Confirm Directly Before Assuming Either Way

Could not confirm

We could not find evidence that Sheridan County has adopted countywide zoning regulations or maintains a planning and zoning department. The county's own department directory lists offices including the Clerk, Appraiser, Register of Deeds, Treasurer, and Sheriff, but no planning, zoning, or building-permit office turned up in our research, and no county zoning ordinance surfaced in any code repository we checked. This is consistent with the state hub's point that a real subset of rural Kansas counties has never adopted zoning under K.S.A. Chapter 19, Article 29 -- Kansas law makes it optional, not automatic. We disclose this as our best current finding rather than a fully verified negative: before assuming a Sheridan County parcel is either unrestricted or restricted, call the County Clerk's office directly and ask point-blank whether any zoning regulation applies to unincorporated county land, and separately ask who (if anyone) issues building permits and handles septic permitting.

Entirely Within GMD 4 -- Northwest Kansas Groundwater Management District

Generally favorable

Sheridan County sits entirely within Northwest Kansas Groundwater Management District No. 4 (GMD 4), whose own management program materials describe the district as including 'all of Sherman, Thomas and Sheridan Counties' plus portions of Cheyenne, Rawlins, Decatur, Graham, Gove, Logan, and Wallace Counties. Being fully inside GMD 4 (rather than only partially) means every part of the county falls under the district's locally elected board and its approved management-plan rules -- well-spacing requirements, allocation formulas, and any enhanced-management-area designations described on our Kansas state page apply throughout Sheridan County, not just in a portion of it. Confirm any specific water right's current standing and allocation directly with GMD 4 or the Kansas Division of Water Resources.

A Named, Local Groundwater Cutback Area -- and a Bigger One May Be Coming

Case-by-case / verify locally

Sheridan County is the site of its own named, sub-district groundwater corrective-control area: the Sheridan 6 LEMA, first established by the Kansas Chief Engineer's Order of Designation in April 2013 to slow groundwater decline in that specific part of the county, where withdrawal had been found to exceed recharge. The Chief Engineer renewed the Sheridan 6 LEMA for a second five-year term, 2023 through 2027, in a Consolidated Order of Decision and Designation issued October 14, 2022, based on a renewed Management Plan submitted by GMD 4. That plan remains in effect today for water rights within its specific boundary inside Sheridan County. Separately, and more recently, GMD 4 has proposed a much larger 'Greater GMD4 LEMA' covering all of Sheridan County alongside Cheyenne, Gove, Logan, Rawlins, Sherman, Thomas, and Wallace Counties -- the Chief Engineer held a public hearing on this proposed district-wide plan on May 27, 2026 in Colby. As of this review we could not confirm whether the Greater GMD4 LEMA has been formally adopted, and how (or whether) it would supersede or run alongside the existing, smaller Sheridan 6 LEMA -- we disclose that as an open item. A buyer evaluating an irrigated Sheridan County parcel should ask GMD 4 directly whether the parcel falls inside the Sheridan 6 LEMA boundary specifically, and separately ask about the Greater GMD4 LEMA's adoption status and how it would affect that water right.

Zoning: no evidence of a county code -- verify directly, in either direction

Unlike Saline, Scott, or Seward counties, Sheridan County does not appear -- based on its own published website, staff and department directories, and available code repositories -- to have adopted countywide zoning regulations or to maintain a dedicated planning and zoning department. The county's department directory lists offices such as the County Clerk, Appraiser, Register of Deeds, Treasurer, and Sheriff's Department, with contact information for each, but no planning, zoning, or building-inspection office surfaced anywhere in our research. This would place Sheridan County among the rural Kansas counties the state hub describes as having chosen not to adopt zoning at all under K.S.A. Chapter 19, Article 29, which makes county zoning optional and conditioned on a planning commission's prior recommendation -- something a county without a planning commission cannot produce.

We present this as our best current research finding, not as a fully verified fact -- an absence of evidence in public search results is not the same as certainty that no regulation exists. Before buying any Sheridan County parcel, call the County Clerk's office directly (925 9th Street, Hoxie) and ask explicitly: does any zoning ordinance apply to unincorporated county land, and if not, which office (if any) issues building permits and handles septic system permitting under the state's Bulletin 4-2 floor described on our Kansas page. Getting a direct answer here matters more in a county like this than in one with an obvious, functioning zoning department, precisely because the default assumption either way could be wrong.

Water: fully inside GMD 4, with a specific local cutback area on top

Sheridan County sits entirely within the boundary of Northwest Kansas Groundwater Management District No. 4 (GMD 4) -- GMD 4's own management program materials specifically describe the district as including 'all of Sherman, Thomas and Sheridan Counties' in addition to portions of several neighboring counties. Being wholly inside GMD 4, rather than only partially, means the district's locally elected board and its Chief-Engineer-approved management plan govern water rights across the entire county, not just a slice of it.

Layered on top of that district-wide authority is something specific to this county: the Sheridan 6 LEMA, a named Local Enhanced Management Area covering a defined portion of Sheridan County where groundwater withdrawal has been found to exceed recharge. The Chief Engineer first designated the Sheridan 6 LEMA by order in April 2013, following a GMD 4 Board proposal approved in July 2012, and renewed it for a second five-year term running 2023 through 2027 via a Consolidated Order of Decision and Designation issued October 14, 2022. That renewed plan is the current, binding framework for water rights inside the Sheridan 6 LEMA's specific boundary today. More recently, GMD 4 has proposed a considerably larger 'Greater GMD4 LEMA,' which would cover Sheridan County in full alongside Cheyenne, Gove, Logan, Rawlins, Sherman, Thomas, and Wallace Counties; the Chief Engineer held a public hearing on this proposal on May 27, 2026, in Colby, Kansas. We could not confirm as of this review whether the Greater GMD4 LEMA has since been formally adopted, or exactly how it would interact with the existing, narrower Sheridan 6 LEMA if it is. A buyer evaluating an irrigated parcel in Sheridan County should ask GMD 4 directly (a) whether the specific parcel falls within the Sheridan 6 LEMA's boundary and what allocation applies there through 2027, and (b) the current adoption status of the proposed Greater GMD4 LEMA and how it would change that picture going forward.

Who to Call Before Buying Land in Sheridan County

We found no evidence of a Sheridan County planning/zoning department or a dedicated environmental health/septic office in our research, and we are not including unreachable stub contacts for either -- call the County Clerk's office (listed above) to confirm whether zoning exists at all and to be directed to whichever office actually handles building permits and septic permitting for unincorporated land. We could not confirm a direct phone or email for GMD 4's main office beyond its website. Land inside the city of Hoxie or any other incorporated city in the county falls under that city's own zoning and building authority, not any of the county offices listed above.
