Short-Term Rentals in Grand Traverse County, Michigan
Because Grand Traverse County has no countywide zoning at all, short-term rental rules are set entirely at the township and city level -- and the results range from a structured license system in Traverse City to an outright ban in Peninsula Township. A parcel's STR potential here depends almost entirely on which side of a township line it sits on.
This page covers what's specific to Grand Traverse County. For the general explanation, see the national guide.
Traverse City: a Vacation Home Rental License, limited to specific zoning districts
Inside the City of Traverse City, operating a short-term rental (defined in city code as a Vacation Home Rental: renting a dwelling for any term under 30 consecutive days) requires a City Vacation Home Rental License from the City Clerk's Office, with a $200 application fee and a $200 annual renewal. Critically, the license isn't available citywide -- Vacation Home Rentals are only an allowable use in specific zoning districts: Hotel Resort (HR), Office Service (C-1), Neighborhood Center (C-2), Community Center (C-3), Regional Center (C-4), and the Development (D-1, D-2, D-3) districts. A property zoned for straightforward single-family residential use inside the city may not qualify for STR use at all, regardless of the owner's intentions, unless it falls within one of these specific districts.
For anyone evaluating in-city land or an existing structure specifically for its short-term-rental potential, checking the parcel's zoning district against this list should happen before assuming STR use is available -- a lot just outside one of these districts, even a few blocks from one that qualifies, may not be eligible at all under the license system.
Peninsula Township: an outright ban, now backed by escalating fines
Peninsula Township -- covering the scenic Old Mission Peninsula, a well-known wine-country and lakefront destination within the county -- takes the opposite approach entirely. Under Section 6.2.2(e) of the Peninsula Township Zoning Ordinance, renting a residential dwelling unit for less than 30 days is a zoning violation in every district except commercially zoned property; there is no license path or exception for a typical residential parcel. The township had previously relied on taking violators to court, a slow process, so on March 26, 2025 the Township Board adopted fines to enforce the ban more directly and quickly: a first violation carries a $500 fine, escalating to $5,000 by a fourth violation, with each day of a continuing violation counted separately. Township surveys and its own master plan reflect sustained resident opposition to allowing short-term rentals at all.
For a buyer specifically interested in Old Mission Peninsula land or an existing home there for STR income, this is about as clear and unfavorable a regulatory answer as exists anywhere in the county -- there is no permit process to pursue, no variance track record to point to, and an active, recently strengthened enforcement mechanism working against the use entirely.
Long Lake Township and the rest: yet another separate approach
Long Lake Township adopted its own Short-Term Rental Ordinance (#178) in August 2019, distinct from both Traverse City's licensing system and Peninsula Township's ban -- a reminder that the county's other townships aren't simply defaulting to one of those two models either. Every additional city, village, and township in Grand Traverse County is free to set its own approach under the same lack of countywide zoning described in the hub page for this county, and a genuinely current, complete list of every township's specific STR rule was not compiled in this research pass.
Before counting on STR income anywhere in Grand Traverse County
- Identify the exact township or city a candidate parcel sits in -- 'Grand Traverse County' alone tells you nothing about STR legality here, unlike a county with a single unified ordinance.
- If the parcel is inside Traverse City, confirm its specific zoning district against the list of districts where Vacation Home Rentals are an allowed use before assuming a license is available.
- If the parcel is on the Old Mission Peninsula (Peninsula Township), assume short-term rental use is not available absent a change in the township ordinance -- do not rely on an existing STR listing you may see online, since it could be an active, fineable violation rather than a legal use.
- Contact the specific township's zoning office directly for its current STR ordinance (or absence of one) -- Long Lake Township's separate ordinance is one confirmed example of a third approach, and others may differ again.
- Check any subdivision deed restrictions on the specific tract regardless of the township's zoning stance, since a restrictive covenant can prohibit short-term rental use even where the township ordinance does not.
