Short-Term Rentals in Anoka County, Minnesota
There is no Anoka County short-term rental rule -- because there is no Anoka County zoning authority over most of the county at all. Whether a specific property can legally be listed on Airbnb or VRBO depends entirely on which of Anoka County's 21 cities and townships it sits in, and those answers currently range from an outright ban to no restriction whatsoever.
This page covers what's specific to Anoka County. For the general explanation, see the national guide.
Same county, opposite answers: a ban in one city, no rule at all in the next
Because zoning and planning in Anoka County are handled by its cities and townships rather than the county government (as covered on our Anoka County hub page), short-term rental regulation follows the same fragmented pattern -- and the range of outcomes across the county's 21 municipalities is genuinely wide. Coon Rapids, one of the county's largest cities, adopted an ordinance in October 2023 that bans short-term rentals of less than 30 consecutive days outright in residential zoning districts, with a narrow exception for a property occupied by the owner or a qualifying relative hosting two or fewer tenants -- meaning a straightforward whole-house Airbnb listing is not a gray area there, it's prohibited, and the city has enforced the ban with fines. The City of Anoka, by contrast, has no short-term-rental-specific restriction on the books at all as of this writing -- a listing there faces no city-level licensing or zoning hurdle beyond whatever generally applies to any rental property.
Blaine sits in between: the city allows short-term rentals but requires a rental license along with both an interior and exterior inspection before a property can be listed. Ham Lake represents a fourth, more recent pattern -- after residents raised repeated complaints at city meetings about nightly-rental properties (previously enforceable only indirectly, through ordinary noise or parking violations), the city adopted a dedicated permit requirement, obtainable at Ham Lake City Hall, that includes guest limits and an off-street parking condition; the city's most recent ordinance setting related permit fees and service charges (Ordinance No. 26-03) was adopted February 3, 2026. These four cities alone -- all within the same county -- currently span the entire range from prohibition to a licensing-and-inspection regime to a newer permit system to no rule at all.
What this means before you buy with rental income in mind
A property's Anoka County location tells a buyer nothing about whether short-term rental is even legal there, let alone what it costs or requires -- that answer lives entirely with the specific city (or, for the county's one remaining unincorporated township, Linwood Township, with that township's own zoning authority). Before assuming a purchase can generate short-term rental income, confirm directly with that city's planning or licensing office: whether short-term rentals are permitted in the applicable zoning district at all, whether a rental license, permit, or inspection is required, current fees, occupancy/guest limits, and parking requirements. Because this is an active area of local policymaking -- Coon Rapids's ban, Ham Lake's new permit system, and Blaine's licensing regime have all either been adopted or updated within the past few years -- a rule in effect today is not guaranteed to still apply by the time of a closing; reconfirm current status rather than relying on an older listing description, real estate agent characterization, or a booking platform's own compliance claims.
