Tiny Homes and ADUs in Isanti County, Minnesota
Isanti County did something no other Minnesota county had done before it: on March 15, 2022, its board unanimously adopted a countywide accessory dwelling unit (ADU) ordinance -- what county materials call a "2nd Dwelling" ordinance -- making Isanti the first county in the state to formally open this path outside city limits. For a buyer eyeing a rural Isanti County parcel specifically to add a small second home, a tiny house, or a caretaker/family unit alongside an existing house, this is a genuinely new and locally distinctive option most nearby rural counties still don't offer countywide.
This page covers what's specific to Isanti County. For the general explanation, see the national guide.
A first-in-Minnesota countywide ADU ordinance, and what it allows
Isanti County's ADU ordinance had a multi-year runway: county materials describe a development process running from 2020 to 2022, involving a dedicated task force working alongside the Isanti County Planning Commission to draft rules suited to a rural, unincorporated setting rather than simply importing a city-style ADU code. The proposal reached the county board on February 15, 2022; the board scheduled a public hearing for March 15, 2022; and after that hearing, the board voted unanimously to adopt the ordinance the same day. County Commissioner Susan Morris was quoted at the time framing the rationale in explicitly rural terms -- that Isanti, unlike a built-out city, has "a lot of space and land" to make a second dwelling on one parcel work in practice, not just on paper.
The ordinance defines an ADU as a residential living unit on the same parcel as a single-family dwelling that provides a complete, independent living facility for one or more people -- and it allows that unit to take several physical forms: a fully detached small structure (the closest form to a standalone tiny home), a unit built into or attached to an accessory structure such as a detached garage, or a unit created within an expanded or remodeled version of the existing primary dwelling. This flexibility matters for a tiny-home buyer specifically, since it means the ADU doesn't have to be a brand-new freestanding building -- an existing outbuilding on a rural parcel can potentially be converted, subject to the ordinance's specific standards and a zoning permit.
What to confirm before relying on ADU eligibility for a specific parcel
Because the ADU ordinance sits inside the same Zoning Ordinance and Agriculture/Residential district framework covered on the county hub -- including the 2.5-acre minimum lot size with at least one contiguous buildable acre -- ADU eligibility on a specific parcel is not automatic just because the ordinance exists countywide. A buyer should confirm with the Isanti County Zoning Office whether a specific parcel's size, existing septic system capacity (a second dwelling generally needs its own adequate primary and secondary septic sites, similar to the standard applied under the county's transfer-of-development-rights rule described on the hub), and zoning district actually support adding a second dwelling under the ordinance's specific standards, rather than assuming any 2.5-acre-plus parcel automatically qualifies.
This is also a relatively young ordinance -- adopted in 2022, with the county's broader Comprehensive Land Use Plan update ("Imagine Isanti County 2045," described on the hub) still underway as of this review. A buyer relying on ADU eligibility as a reason to purchase a specific parcel should ask the Zoning Office whether any amendments have been made to the ADU ordinance since 2022, and whether the comprehensive plan update currently in progress could affect ADU standards or eligibility criteria going forward, rather than treating the 2022 rule as a permanently fixed baseline.
