Buying Land in Swift County, Minnesota

Swift County, seat Benson, runs zoning and septic through one Environmental Services office -- but the story shaping land value and land-use debate here right now is energy development. After a contentious public process and two rejected moratorium proposals, the county adopted a new Wind, Solar, and Energy Storage Ordinance in October 2025, and tens of thousands of acres are already under lease for wind and solar projects.

Zoning and Septic Run Through One Office

Generally favorable

Swift County Environmental Services (S.C.E.S.) administers both the county's Zoning and Land Regulation Code -- a unified ordinance created by merging five previously separate land-use regulations, developed with the Upper Minnesota Valley Regional Development Commission (UMVRDC) -- and its SSTS/septic ordinance (a 2014 ordinance, $125 permit fee). That means one office can typically field zoning classification, permitted-use, and septic-permit questions together for a specific parcel. Shoreland is handled as its own management district consistent with the statewide Chapter 6120 floor described on our Minnesota page. Confirm zoning district and shoreland status directly with S.C.E.S. for a specific parcel.

A Brand-New Wind/Solar Ordinance, Passed After a Fight Over a Moratorium

Case-by-case / verify locally

Swift County's Board of Commissioners adopted a new Wind, Solar, and Energy Storage Ordinance by a 4-1 vote on October 21, 2025, governing projects under 25 megawatts with rotor-size-based turbine setbacks and mandatory decommissioning financial security (an escrow or bond set at five times the projected decommissioning cost). That ordinance followed the board rejecting a proposed development moratorium on wind and solar projects not once but twice, and a public hearing at Benson High School drawing roughly 105 attendees, many voicing setback and siting concerns. The county already has 23,182 acres under lease for wind projects and 3,640 acres for solar as of the ordinance's adoption. See our dedicated wind/solar leasing page for what a landowner evaluating a lease offer, or buying near an existing or proposed project, needs to check.

Large New Projects Are Actively Moving Through the Pipeline

Could not confirm

Apex Clean Energy has proposed the Junegrass Wind project in western Swift County -- up to 88 turbines and roughly 400 megawatts of capacity, with turbines described as nearly double the generating capacity of those currently operating in the area, though current planning does not call for construction to begin before 2030. Separately, Otter Tail Power and Missouri River Energy Services have begun permitting a new 345-kilovolt transmission line through the western part of the county to support larger renewable projects. Both are early-stage as of this writing; confirm current project status and any easement or transmission-corridor overlap with Swift County Environmental Services or the Minnesota Public Utilities Commission before assuming a specific parcel is unaffected.

Zoning, septic, and shoreland: one Environmental Services office

Swift County Environmental Services (301 14th Street North / 1000 Industry Drive, Benson) administers the county's Zoning and Land Regulation Code -- a consolidated ordinance built by merging five previously separate land-use regulations with help from the Upper Minnesota Valley Regional Development Commission -- alongside a 2014 SSTS ordinance governing septic system design and permitting (permit fee $125). The county's Zoning Administrator maintains the official zoning map both on file and through the Environmental Services Department's own webpage, and a Planning Commission handles conditional use, variance, and other zoning-relevant applications. Shoreland is managed as its own district consistent with the statewide Chapter 6120 minimums described on our Minnesota page.

The real story right now: wind, solar, and the fight over an ordinance

Swift County sits in one of Minnesota's most active wind-development corridors, and that reality has driven the county's most consequential land-use decision in recent memory. After county officials twice rejected calls for an outright moratorium on new wind and solar development, the Board of Commissioners adopted a new Wind, Solar, and Energy Storage Ordinance by a 4-1 vote on October 21, 2025, following a public hearing at Benson High School that drew roughly 105 attendees -- most voicing concerns about setbacks and other siting standards. The final ordinance increased turbine setbacks from residences using a rotor-size-based formula (larger rotors require greater setbacks), required decommissioning financial security set at five times a project's projected removal cost (excluding any salvage value as an offset), and set a 12-month deadline to complete decommissioning after a project ceases operation or is abandoned -- while carving out reduced requirements for smaller, noncommercial systems in response to public comment.

This isn't an abstract policy exercise: as of the ordinance's adoption, roughly 23,182 acres in Swift County were already under lease for wind projects and another 3,640 acres for solar, and Apex Clean Energy's proposed Junegrass Wind project (up to 88 turbines, roughly 400 megawatts) and a new Otter Tail Power/Missouri River Energy Services 345-kilovolt transmission line are both moving through planning in the western part of the county. We've written a dedicated page on what this means for a Swift County landowner -- whether you've been approached about a lease, are buying land already under lease, or are buying near a proposed project -- covering the setback and decommissioning specifics and what to verify before signing anything or closing on a purchase.

Who to Call Before Buying Land in Swift County

Swift County's zoning function is housed within Environmental Services rather than a separate Planning & Zoning department -- direct zoning, septic, and energy-ordinance questions there. We could not confirm direct department email addresses beyond the phone numbers above. For a parcel's exposure to the proposed Junegrass Wind project or the Otter Tail Power/MRES transmission line, confirm current routing and easement status with the county recorder and, for the transmission line specifically, the Minnesota Public Utilities Commission's project docket.
