Buying Land in Arthur County, Nebraska
Arthur County, in the heart of the Nebraska Sandhills, is the state's second-least-populous county -- small enough that a single elected official holds five different county offices at once. Land here is overwhelmingly cattle ranch country on sandy, largely uncultivable soil, sitting entirely within one Natural Resources District, the Twin Platte NRD. Whether the county has a genuinely adopted zoning ordinance, rather than just a contracted zoning-administrator role, is a real open question we could not fully resolve.
One office holding five roles, and a zoning question we could not fully resolve
Arthur County's government reflects its population -- an estimated 396 residents as of 2025, making it Nebraska's second-least-populous county and one of the least populous in the entire United States. The Arthur County Courthouse houses the County Clerk, who also serves as Assessor, Clerk of the District Court, Election Commissioner, and Register of Deeds, alongside the County Treasurer and Sheriff; there is no resident judge, and court hearings are held in neighboring Keith County instead. For a land buyer, that consolidation is mostly a practical convenience -- one office and phone number covers assessed-value questions, recorded deeds and easements, and plat history -- but it's also a genuine signal of how small the county's administrative capacity is.
Zoning is where we have to flag a genuine gap rather than guess. Arthur County lists a Zoning Administrator role on its county website, but planning and zoning services are contracted out through the West Central Nebraska Development District, a regional planning agency based in Ogallala that serves multiple small west-central Nebraska counties rather than maintaining an in-house department. We were not able to independently confirm whether Arthur County has actually adopted a zoning ordinance with defined districts, setbacks, and a subdivision process, or exactly what the current requirements are for a nonfarm building permit. Given how the task described several of Nebraska's least-populous Sandhills counties as ones where zoning adoption itself needs checking rather than assuming, treat this as an open item: confirm directly with the West Central Nebraska Development District or the Arthur County Clerk's office whether zoning applies to a specific parcel and what, if any, permit is required before building.
Sandhills ranch land, one groundwater district, and a straw-bale landmark
Land in Arthur County is overwhelmingly Sandhills cattle range: the county's grass-covered dunes are well suited to grazing but poorly suited to cultivation, and ranching is the dominant land use and economic base, a pattern that has held since the county's settlement in the early 1900s even as population has declined from a peak of roughly 1,400 in 1920 to under 400 today. Groundwater here is more straightforward jurisdictionally than in split counties: Arthur County sits entirely within the Twin Platte Natural Resources District, based in North Platte and also covering Keith, Lincoln, and McPherson Counties, so a specific parcel's governing NRD isn't in question the way it can be elsewhere -- though current well-permit, allocation, and any pumping-restriction rules should still be confirmed directly with the district.
The county seat, the village of Arthur, is also home to a genuinely notable historic landmark: the Pilgrim Holiness Church, known locally as the Baled Hay (or Baled Straw) Church, built in 1928 with load-bearing walls made of baled rye straw clad in stucco and plaster -- a construction method born of the scarcity and expense of conventional building materials in the Sandhills at the time. Listed on the National Register of Historic Places since 1979 and now maintained by the Arthur County Historical Society rather than used for regular services, it's a real, checkable piece of the county's settlement history, and a reminder that this is a place where land, building materials, and population have always been genuinely scarce.
Who to Call Before Buying Land in Arthur County
We could not confirm current staff names, direct emails, or an actual adopted zoning ordinance for Arthur County beyond the county's own website listings and the West Central Nebraska Development District's contracted planning role -- see the zoning status note above. We also could not identify a dedicated environmental health or septic-permitting office for Arthur County distinct from the county clerk's office or Nebraska's statewide Title 124 process; confirm directly whether any local septic permit applies in addition to state registration.
