Buying Land in Churchill County, Nevada
Churchill County's Lahontan Valley is genuinely irrigated farm country in a state mostly known for dry rangeland -- but that water comes from a century-old federal irrigation project whose deliveries have swung from a near-total shortfall to a full allocation within the last five years. Here's what that means for evaluating land here, plus the county's own rules on zoning and dividing land.
The Newlands Project: real irrigated farmland, but a documented boom-bust water supply
Churchill County's Lahontan Valley farmland runs on the Newlands Project, one of the U.S. Bureau of Reclamation's first federal irrigation projects (authorized 1903), which moves water from both the Truckee and Carson Rivers through roughly 390 miles of canals and laterals to about 2,500 water users, delivering on the order of 215,000 acre-feet in a normal year to some 57,000 acres of cropland -- alfalfa and other forage crops are the dominant use. The Truckee-Carson Irrigation District (TCID), not the county or NDWR directly, operates the system and sets each season's allocation percentage based on Lahontan Reservoir storage and the winter snowpack.
That allocation has swung hard in the recent past: Lahontan Reservoir was nearly dry by the end of 2021 (about 118,000 acre-feet), farmers received only a 70% allocation for 2022, and conditions didn't fully recover until the reservoir rebounded to roughly 236,000 acre-feet heading into a full 100% allocation for the 2026 season. If a listing here advertises irrigated acreage with 'water rights included,' that phrase describes a legal entitlement, not a guaranteed annual delivery volume -- ask TCID directly for the specific right's delivery history, its current allocation status, and whether the parcel's actual physical delivery infrastructure (canal or lateral connection) is functioning, separate from confirming the underlying water right's priority and status with NDWR (see the state hub for how that statewide framework works).
A distinctive local rule: new parcels require dedicating water rights
Churchill County's land-division process includes a requirement not found described this way on the state hub or in most other Nevada counties covered on this site: creating a new parcel generally requires dedicating water rights (or paying cash in lieu) as a condition of approval, on top of ordinary impact fees and the underlying Title 16 zoning and lot-size review. See our dedicated page on subdividing land in Churchill County for the actual dollar figures, code sections, and how the requirement fits into the land-division process.
Septic: now handled by a new multi-county health district, not the county directly
Environmental health services in Churchill County -- including septic (ISDS) permitting -- moved to the newly formed Central Nevada Health District, with full implementation beginning July 1, 2023. The district also covers Mineral, Pershing, and Eureka counties along with the City of Fallon, replacing what had been individual county or state-run arrangements. This is a recent enough change that older references to 'the county health department' or a prior state DPBH field office handling septic here may be outdated -- confirm current jurisdiction and process directly with Central Nevada Health District before assuming an older source is still accurate.
Who to Call Before Buying Land in Churchill County
Irrigation delivery and allocation questions for a specific water right go to the Truckee-Carson Irrigation District (TCID, tcid.org), not the county -- TCID is the operating entity for the federal Newlands Project and is a separate organization from the Nevada Division of Water Resources, which retains legal jurisdiction over the underlying water right's status (see the state hub). Building permits for unincorporated county land go through the same Public Works, Planning & Building Department listed above for zoning; the City of Fallon runs its own separate building department for land inside city limits.
