Zoning in Camden County, New Jersey: Winslow Township and the Pinelands Area

Camden County's Pinelands territory concentrates almost entirely in Winslow Township, in the county's southeast, where the Pinelands Commission's Comprehensive Management Plan sets minimum lot sizes and use restrictions that can run well above what a similar-looking lot elsewhere in the county would face.

This page covers what's specific to Camden County. For the general explanation, see the national guide.

Winslow Township's PR-5 district: 1-acre minimum lots, 1-per-3.2-acre density

Winslow Township's own zoning code establishes a PR-5 Pinelands/Rural Development Residential District specifically for the parts of the township the Pinelands Commission's Comprehensive Management Plan designates as Rural Development Area. The district is built around an overall or average residential density of one dwelling unit per 3.2 acres, but that's an area-wide average, not a flat per-lot rule: an individual single-family detached home can be built on a lot as small as 1.0 acre, provided the township's broader subdivision plan keeps the overall development at or below the 3.2-acre-per-unit average across the larger tract. That distinction matters for a buyer looking at a single existing lot versus someone trying to subdivide raw acreage into multiple building lots -- the second scenario runs into the average-density ceiling much faster than the first.

Adjacent to the Rural Development Area, the Pinelands Land Capability Map also designates a much larger, 245,500-acre Forest Area across the wider Pinelands National Reserve (including portions reaching into Camden County) -- ecologically comparable to the strictest Preservation Area District, largely undeveloped, and carrying high-quality water resources, wetlands, and habitat for threatened and endangered species. Minimum lot size in a Forest Area designation runs 3.2 acres, more than triple the Rural Development Area's 1-acre floor -- a real, material difference for anyone comparing two seemingly similar wooded lots in eastern Camden County.

Why this differs from a generic Pinelands-overlay summary

Camden County's Pinelands footprint (54,907 acres, 38% of the county's total land area) is a large enough share that treating it as a single, undifferentiated overlay would miss real, buyer-relevant variation. Within that 38%, a parcel's actual buildable lot size and permitted density depend on which specific Land Capability Map designation applies -- Rural Development Area (1-acre minimum, 3.2-acre average density) versus Forest Area (3.2-acre minimum) are two genuinely different regimes that can sit close together within the same township. A listing description that simply says a property is "in the Pinelands" doesn't tell you which of these applies, and the difference changes both what you can build and what the land is realistically worth.

Beyond Winslow's residential districts, the Pinelands CMP also designates Agricultural Production and Special Agricultural Production Areas in parts of the wider Pinelands region for active farming use, and any subdivision within a certified municipality's Pinelands Area -- including in Winslow Township -- is subject to Pinelands Commission review and notification requirements on top of the township Planning Board's own approval process.

What to check before buying Pinelands-Area land in Camden County

Start with the New Jersey Pinelands Commission directly to confirm a specific Winslow Township (or other eastern Camden County) parcel's Land Capability Map designation -- don't infer it from a neighboring property's zoning, since Rural Development Area and Forest Area land can sit close together. If the parcel is in the Rural Development Area and part of a larger tract you're hoping to subdivide, ask both the township and the Pinelands Commission how the 1-dwelling-per-3.2-acre average density applies to your specific subdivision plan, since a single 1-acre lot is not automatically representative of what the whole tract can support. And because any Pinelands-Area subdivision in a certified municipality needs Commission notification and review on top of Winslow Township's own Planning Board process, budget for that additional review step and timeline rather than assuming a standard township-only subdivision approval is sufficient.
