Buying Land in Steuben County, New York

Steuben County stretches across the western Southern Tier along the Pennsylvania border -- New York's largest county south of the Adirondack Mountains, seat Bath, and the southern half of the Keuka Lake wine-growing region it shares with Yates County. Here's the county's actual government and land-use structure before you buy.

A Large, Geographically Diverse Southern Tier County

Generally favorable

At 1,404 square miles, Steuben is the largest county south of the Adirondack Mountains -- ranging from Keuka Lake vineyard country in the north to forested hill country along the Pennsylvania border in the south. Land character and market conditions vary widely across that range; treat "Steuben County land" as covering several genuinely different local markets, not one.

Zoning Is a Town Matter -- the County Plays a Coordinating Role

Case-by-case / verify locally

Steuben County's own Planning Department, under the county's 2013 Charter, carries the statutory duties of a county planning board and reviews certain local zoning/subdivision actions under General Municipal Law 239-m. But the county has no zoning ordinance of its own -- each town sets its own zoning, and some Steuben County towns may still have limited or no zoning at all, a real possibility in rural New York. Confirm directly with the specific town.

Septic Runs Through a Shared State District Health Office

Case-by-case / verify locally

Steuben County septic permitting is handled through the state Department of Health's Hornell District Office, which serves both Steuben and Schuyler counties. This is a different administrative pattern from counties with their own dedicated, freestanding county health department -- confirm current process and fees directly.

The Finger Lakes Land Trust Has Made Its Largest-Ever Acquisition Here

Generally favorable

Near Corning, the Finger Lakes Land Trust's roughly 992-acre Bad Bear Hill project -- described by the Trust as the largest single conservation effort in its history -- sits in the Towns of Erwin and Lindley. A separate donated easement near Hammondsport protects land draining into Keuka Lake. See our dedicated conservation-easements page for what that means for land nearby.

Government: a 17-member County Legislature under a 2013 Charter

Steuben County is governed by a County Legislature -- seventeen members using a weighted voting system based on each district's population, exercising the administrative and legislative responsibilities set out under New York's Constitution and statutes. The county's Planning Department dates to the 1960s and was re-confirmed under the county's 2013 Charter, which assigns it both municipal planning/economic-development functions and the statutory duties of a county planning board. Its core role for a land buyer is General Municipal Law Section 239-m referral review of certain local zoning and subdivision actions with cross-town or countywide significance -- a coordinating function, not a substitute for the town's own zoning authority.

Zoning: confirm town by town, and don't assume every town has it

As in the rest of New York outside the Adirondack Park, Steuben County has no countywide zoning code. Zoning, where it exists, is adopted and administered by each individual town. In a large, rural Southern Tier county like this, it's a real possibility that some towns have limited zoning ordinances or none at all -- which can mean more building flexibility, but also less predictability about what a neighboring parcel could become. Before purchasing, contact the specific town directly (not the county) to confirm whether it has an adopted zoning ordinance, what district a parcel falls in if so, and what building/code-enforcement process applies either way.

Septic: the Hornell District Office model

Onsite wastewater (septic) permitting for Steuben County properties is handled through the New York State Department of Health's Hornell District Office, which serves both Steuben and Schuyler counties -- a different pattern from New York counties that maintain their own fully independent, freestanding county health department. Permitting still follows the statewide Appendix 75-A design standard described on our national septic guide, but the office you'd deal with, and any locally added requirements or fee schedule, run through this shared district office rather than a Steuben-only department. Confirm current contact information, fees, and any added local standard directly rather than assuming the process matches a neighboring county's.

Keuka Lake wine country: shared with Yates County, not exclusive to either

Steuben County's northern reach touches Keuka Lake, the third-largest of the Finger Lakes, home to the Keuka Lake Wine Trail and some of the region's oldest wineries -- the first bonded winery on the lake dates to 1860, and Keuka's vineyards were central to the planting of the first Vinifera vines that revitalized Finger Lakes winemaking. The lake and its wine industry straddle both Steuben and Yates counties, so a buyer drawn to this area should evaluate land on both sides of the county line rather than assuming Steuben (or Yates) alone defines the market. Agricultural zoning, right-to-farm protections, and agritourism permitting for a vineyard or farm-winery operation here follow the standard New York framework covered in our national guides -- there is no Steuben-specific wine-country regulatory layer distinct from ordinary town agricultural zoning.

Gas leasing: a real Southern Tier history, but no active process today

Steuben County sits within New York's portion of the Marcellus Shale, and the county government took it seriously enough in the 2000s to form its own Natural Gas Task Force to prepare for anticipated drilling activity. That drilling never materialized: New York banned hydraulic fracturing statewide in 2014 and codified the ban into law in 2021, and the ban applies regardless of any lease a Steuben County landowner may have signed in the earlier speculative period. If you come across an old, unexpired gas lease attached to a Steuben County parcel, it doesn't currently authorize any drilling activity -- but confirm its exact terms and status with a title search and an attorney rather than assuming it's void, since lease terms, dormancy-clause provisions, and any surface-use rights it grants can still matter for the property regardless of the drilling ban.

Conservation easements: the Finger Lakes Land Trust's largest project sits here

Separately from the wine-tourism industry, Steuben County has a genuine, active conservation-easement presence worth knowing about: the Finger Lakes Land Trust's Bad Bear Hill project, roughly 992 acres in the Towns of Erwin and Lindley near Corning, is the largest single conservation effort in that regional land trust's history, and a separate 283-acre donated easement near Hammondsport protects land feeding into Keuka Lake. See our dedicated page for what an easement-encumbered parcel actually restricts and what it means for land nearby.

Who to Call Before Buying Land in Steuben County

Septic permitting here runs through a shared state district office (serving both Steuben and Schuyler counties) rather than a standalone county health department -- this research pass did not fully confirm whether Steuben separately maintains its own county Health Department function alongside the district office, so confirm the current structure directly before assuming which office to contact.
