Septic Systems in Washington County: A Three-Layer Stack in Three Towns
Across most of Washington County, septic permitting is a straightforward, single-agency process: the county Health Department, under the statewide Appendix 75-A standard. But in the Towns of Dresden and Putnam, and the part of Fort Ann inside the Adirondack Park, a parcel near Lake George can be regulated by two additional state agencies at once -- the Adirondack Park Agency and the Lake George Park Commission.
This page covers what's specific to Washington County. For the general explanation, see the national guide.
For most of the county: a standard, single-agency process
For the large majority of Washington County's seventeen towns, septic permitting works the way it does across most of upstate New York: the county Public Health Services department reviews and permits new and replacement systems under the statewide Appendix 75-A standard, and that's the only agency in the picture. This page is specifically about the exception.
Dresden, Putnam, and part of Fort Ann: where APA and LGPC both reach
The Washington County hub already confirms that the Adirondack Park Agency has direct land-use jurisdiction over the entire Town of Dresden, the entire Town of Putnam, and part of the Town of Fort Ann. What the hub doesn't have room to cover: these same three towns sit inside the Lake George Park -- the state-designated area covering the lake and its surrounding land across Warren, Washington, and Essex Counties -- putting them under the Lake George Park Commission's (LGPC) jurisdiction as well. A property in Dresden or Putnam near the lake can therefore answer to three separate regulators on a single project: the county Health Department for the underlying Appendix 75-A septic permit, the APA for land-use approval tied to the Adirondack Park, and the LGPC for anything touching the lake basin specifically, including septic system maintenance.
The LGPC's specific septic requirement, phased in starting spring 2023: every septic system within the Lake George basin must be pumped out at least once every 10 years, and any system within 500 feet of the lake or 100 feet of a regulated tributary stream must be pumped out AND inspected every 5 years, by a licensed hauler. The Commission funds its side of the inspections through an annual fee -- $50 for a residential property, $100 for commercial, $25 for a property on a holding tank -- billed separately from the cost of the pump-out itself, which the property owner pays directly to the hauler.
What to check before buying in this corner of the county
- Confirm with the Adirondack Park Agency whether the specific Dresden, Putnam, or Fort Ann parcel is inside the Blue Line and what its land use area classification allows, before assuming county or town rules alone govern.
- Separately confirm with the Lake George Park Commission whether the parcel sits inside the LGPC's basin boundary -- it doesn't track town lines exactly -- and if so, how close it is to the 500-foot lake / 100-foot tributary thresholds that trigger the stricter 5-year inspection cycle.
- Ask for the property's LGPC septic pump-out and inspection history specifically, not just its original county Appendix 75-A construction permit -- a lapsed LGPC inspection is a compliance gap you'd inherit as the new owner.
- Budget for the LGPC's annual per-property fee ($50 residential as of this writing) as an ongoing cost distinct from, and in addition to, any county or town fees.
