Zoning in Guilford County, North Carolina: Whose Rules Apply, and the PTI Megasite

Guilford County land can be governed by Greensboro's zoning code, High Point's zoning code, either city's extraterritorial jurisdiction, or the county's own 2020 Unified Development Ordinance -- four possible regimes for a single parcel. And if you're looking anywhere near Piedmont Triad International Airport, you're near one of the most active industrial megasites in the state, with JetZero's $4.7 billion aircraft factory the latest in a run of major tenants. Here's what both mean for a land buyer.

This page covers what's specific to Guilford County. For the general explanation, see the national guide.

Step one: figure out which of four zoning regimes actually governs your parcel

Guilford County is anchored by two independently governed cities -- Greensboro, the larger of the two, and High Point, nationally known for its furniture industry -- each of which maintains its own separate zoning code. Beyond full city limits, each city also has an extraterritorial jurisdiction (ETJ), a zone extending that city's zoning authority some distance beyond its own boundary. Land outside both ETJs is genuinely unincorporated county land, governed instead by Guilford County's own Unified Development Ordinance (UDO), adopted November 19, 2020.

That means a Guilford County parcel's zoning answer depends entirely on exactly where it sits -- and the boundary between "unincorporated county land" and "inside an ETJ" is not visually obvious on the ground, since it shifts with annexation and interlocal agreement updates over time. Before relying on any assumption, confirm a specific parcel's status directly through Guilford County's Planning and Development department or its zoning-and-ordinances page, which can identify whether an address sits inside Greensboro, High Point, either ETJ, or genuinely unincorporated county land -- and therefore which office and code actually govern it.

For land that does fall under the county's own jurisdiction, the 2020 UDO is worth knowing has a deliberate policy stance built into its design: it was drafted specifically to improve procedural efficiency and predictability while explicitly acknowledging "the distinctive rural development pattern in Guilford County and land use transition at the urban fringe," per the county's own UDO FAQ materials. In practice, that means the county built protection for its remaining rural character into the ordinance rather than treating rural land purely as future development inventory -- a meaningfully different posture from a purely growth-management-focused urban-county code.

The Piedmont Triad International Airport Megasite: a real, active aerospace manufacturing hub

If you're evaluating land anywhere near Piedmont Triad International Airport (PTI), on the west side of Greensboro along Bryan Boulevard/NC 68, you're near one of North Carolina's most active industrial megasites. The Piedmont Triad Airport Authority built the megasite's roughly 1,000-acre core in part by purchasing a former golf course and has continued expanding it with further land acquisitions -- one recent expansion alone involved the Authority spending a combined $8.09 million on three neighboring properties. This isn't a speculative, on-paper site plan; it has a track record of landing major tenants.

Honda Aircraft Company has long operated at PTI, and Colorado-based Boom Supersonic completed construction of its "Overture Superfactory" there in June 2024, backed by a roughly $500 million investment aimed at eventually employing as many as 2,400 people by 2030. The latest and largest addition: on June 12, 2025, aerospace start-up JetZero announced it would invest more than $4.7 billion to build its first commercial airplane manufacturing facility at PTI -- an 8-million-square-foot factory on more than 600 acres, a project industry coverage describes as expected to bring more than 14,000 new aerospace manufacturing jobs to the region over time.

For a land buyer, that combination -- an airport authority actively assembling land, several completed and under-construction aerospace megaprojects, and a stated goal of tens of thousands of new jobs -- is a genuine, ongoing driver of housing demand, land-value pressure, traffic, and noise in the surrounding area, not a speculative future possibility. If you're evaluating residential or agricultural land within several miles of PTI, ask Guilford County Planning and Development directly about any pending rezoning activity, road-widening plans, or airport-noise-contour overlays that could affect the specific parcel, and treat land immediately adjacent to airport authority holdings as land whose neighbors could change substantially within the life of a typical mortgage.

Confirming your parcel: a practical sequence

  1. Contact Guilford County Planning and Development, or check the county's zoning-codes-and-ordinances page, to confirm whether a specific address sits inside Greensboro, High Point, either city's ETJ, or genuinely unincorporated county land governed by the 2020 UDO.
  2. If the parcel falls inside a city or its ETJ, contact that city's own planning department directly -- Greensboro and High Point each administer their own separate zoning code, distinct from the county's UDO.
  3. For any parcel within roughly five miles of Piedmont Triad International Airport, ask specifically about airport-authority land holdings, pending megasite-related rezoning or road projects, and any applicable noise or height overlay near the airport, since the PTI Megasite has an active, ongoing track record of major new development.
  4. Septic and well permitting, for any parcel not on municipal sewer or water, follows the standard North Carolina pattern -- state technical rules with county administration -- through Guilford County's environmental health function, separate from either zoning question above.
