Buying Land in Houston County, Texas
Houston County, seat Crockett, is East Texas Piney Woods timber country and home to most of the Davy Crockett National Forest. It's also ground zero for one of the state's biggest current water fights: the county has no groundwater conservation district at all, and a hedge-fund-backed plan to export billions of gallons a year from local aquifers faces no district-level review here the way it would next door.
A regulatory gap that's become a live, high-stakes issue: no groundwater district at all
Most of Texas's groundwater is managed by one of nearly 100 Groundwater Conservation Districts (GCDs), as the state hub explains -- but Houston County isn't covered by any of them. That's not a hypothetical gap: it's the direct subject of a real, current controversy playing out on the ground. Hedge-fund manager Kyle Bass, through an entity called Redtown Ranch Holdings LLC, has acquired roughly 7,200 acres of ranch land spanning both Anderson and Houston Counties, and has applied for permission to drill high-capacity wells -- reportedly as many as 15 in Houston County alone -- as part of a plan, alongside a related entity (Pine Bliss LLC) operating in nearby Henderson County, to withdraw on the order of 15 to 16 billion gallons of water annually from the Carrizo-Wilcox aquifer for export to other parts of the state.
The Anderson County portion of that plan is at least subject to review by the Neches & Trinity Valleys Groundwater Conservation District (NTVGCD), which has moved to impose a moratorium the Bass-affiliated companies are now suing to overturn. But the wells specifically proposed in Houston County fall outside NTVGCD's jurisdiction and outside any other district's -- there is no local authority positioned to review spacing, require metering, or cap production for a high-capacity well drilled here, because no groundwater conservation district exists in Houston County at all. A 2025 legislative effort by state Rep. Cody Harris sought to direct a state study of the aquifer's capacity and pause new export permits in Anderson, Cherokee, and Henderson Counties while that study proceeded, but the Senate stripped the moratorium provision before passage, and in any case that legislative effort was never structured to extend coverage into Houston County. For a buyer evaluating land here, especially anywhere near the Redtown Ranch project, this means well reliability and long-term water availability carry a real, current, and specifically documented risk that a similar parcel in a GCD-covered county would not face in the same way. See the standalone well-water page for the fuller sequence and what to check before relying on a specific well.
Septic permitting: real maintenance obligations, not just a one-time install
Houston County requires a professional soil evaluation before it will issue an OSSF (septic) permit, and for aerobic treatment systems specifically, the county requires three inspections per year by a licensed maintenance provider along with a mandatory 2-year initial maintenance contract on any new installation. That's a real ongoing cost and compliance obligation beyond the initial permit and installation, worth budgeting for separately if a property's soil conditions point toward an aerobic system rather than a standard subsurface system. Confirm current fees, forms, and the county's authorized-agent status directly with Houston County before relying on this summary for a specific property.
Davy Crockett National Forest: most of it is actually here
Despite the name overlap with the county seat, most of the Davy Crockett National Forest's acreage -- 94,481 of its 161,842 total acres -- sits physically within Houston County, with the balance in Trinity County. Managed by the U.S. Forest Service on a multiple-use basis, the forest supports timber harvesting, oil production, grazing, hunting (including the Alabama Creek Wildlife Management Area, which requires a Texas hunting license and Annual Public Hunting Permit), and recreation at the Ratcliff Lake Recreation Area. For a buyer specifically interested in hunting or recreational land, proximity to the forest boundary is a genuine, checkable amenity worth confirming directly with the Forest Service's local district office rather than assuming general county proximity equals direct access.
Who to Call Before Buying Land in Houston County
Houston County has no general zoning authority over unincorporated land and is not among the narrow named Chapter 231 exceptions, so there is no planning_zoning entry above. Houston County has no groundwater conservation district, so there is no wells_water entry above -- confirm directly with the county and the Texas Water Development Board whether that status has changed. This research could not confirm direct phone numbers for the Environmental Health/OSSF program, Commissioners Court, or Appraisal District beyond their general websites.
