Buying Land in Island County, Washington
Island County covers Whidbey and Camano Islands in northern Puget Sound -- and unlike a purely ferry-dependent island county, both connect to the mainland by fixed bridges as well as ferry service. The county's most distinctive land-use pressures come from Naval Air Station Whidbey Island's jet-noise overlay zones and from Ebey's Landing National Historical Reserve, a 17,500-acre federally backed farmland-preservation program on central Whidbey.
Two islands, both with bridge access -- not a ferry-only county
It's a common assumption that a Puget Sound island county means ferry-dependent land, but Island County doesn't fit that pattern as cleanly as, say, San Juan County does. Whidbey Island connects to the mainland (Skagit County) via the fixed Deception Pass Bridge at its north end, meaning vehicle traffic can reach much of Whidbey without a ferry at all; the Washington State Ferries Clinton-Mukilteo route instead serves travel between south Whidbey and the Seattle-area mainland. Camano Island, separately, connects to the mainland via its own fixed bridge at Camano Hill Road -- it has no ferry dependency at all. Notably, there is no scheduled ferry route directly between Whidbey and Camano, even though the two islands are separated by Saratoga Passage, which narrows to under two miles at its closest point.
For a land buyer, this means access analysis has to be done parcel-by-parcel: north Whidbey land near Oak Harbor has bridge access and no ferry dependency at all, south Whidbey land near Clinton or Langley depends on the Clinton-Mukilteo ferry for direct travel toward Everett/Seattle, and Camano Island land has bridge-only access with no ferry involved. Don't assume any of the three access patterns applies to a specific parcel without checking its actual location.
Naval jet noise creates a real overlay zone, and it's an active land-use topic
Naval Air Station Whidbey Island is a major regional employer and the home base for the Navy's EA-18G Growler electronic-warfare aircraft, which together with associated training fly roughly 112,100 operations a year across Ault Field (near Oak Harbor) and the Naval Outlying Field at Coupeville, used for field carrier landing practice. The Navy's 2021 Air Installations Compatible Use Zones (AICUZ) study maps noise contours and Accident Potential Zones around both airfields, and Island County has incorporated this into an aviation-environs overlay zone that regulates development, building standards, and land use in the affected areas around both facilities -- distinct from and layered on top of standard zoning.
This is a genuinely live topic here: the county's 2026 Comprehensive Plan update, the Navy's 2025 updated noise analysis, and ongoing local debate over how much further to restrict development near the outlying field are all active as of this research pass. If a parcel is anywhere near Ault Field or the Coupeville outlying field, confirm directly with Island County Planning & Community Development whether it falls within a mapped noise zone or Accident Potential Zone, and what current building or use restrictions apply -- both because of noise exposure itself and because the applicable overlay rules are part of an ongoing policy discussion.
Ebey's Landing: real federal farmland preservation, not just a park
Ebey's Landing National Historical Reserve, authorized by Congress in 1978, is a working landscape on central Whidbey Island near Coupeville -- roughly 17,500 acres where 85% of the land remains in private ownership, much of it multi-generational family farms, while the National Park Service holds conservation easements on more than 2,000 acres and owns 684 acres outright. A local Trust Board -- with representatives from Island County, the Town of Coupeville, Washington State Parks, and the National Park Service -- manages the Reserve under a joint interlocal agreement, making it a genuinely unusual four-way governance structure for a piece of land this size. This isn't a historical curiosity; it's an active farmland-preservation program that continues to shape what a landowner within the Reserve boundary can and can't do with their property. See the dedicated conservation-easements page below for how Reserve boundaries, easements, and the Trust Board's review authority interact with an actual land purchase.
Septic permitting through a two-office county health department
Island County Public Health administers the county's on-site sewage program, with offices serving both Whidbey Island (Coupeville) and Camano Island. A licensed septic designer prepares a detailed system plan -- covering the well, drainfield, house, driveways, and any critical areas on the site -- and submits it to the department for review; an approved permit is valid for three years. Confirm which office and current procedures apply to a specific parcel, and check for any critical-area overlap (Island County's shoreline and wetland critical areas are common on both islands) before assuming a straightforward approval.
Who to Call Before Buying Land in Island County
NAS Whidbey Island's own public affairs and AICUZ program office can also confirm current noise-contour and Accident Potential Zone mapping directly, separate from the county planning department's overlay-zoning interpretation.
