Buying Land in Adams County, Wisconsin

Adams County, seat Friendship, sits in the sandy central Wisconsin plain along the Wisconsin River. It's genuinely fragmented for zoning purposes -- some towns are under county zoning, some run their own, and some have no comprehensive zoning at all -- and it holds an outsized share of the region's lake acreage, so the statewide shoreland rules matter on more land here than in a typical county.

Zoning Authority Splits Three Ways Across the County's 17 Towns

Case-by-case / verify locally

Adams County's Comprehensive Zoning ordinance (Chapter 405) covers nine towns -- Adams, Dell Prairie, Easton, Jackson, New Chester, New Haven, Preston, Richfield, and Springville. Four towns (Lincoln, Quincy, Rome, Strongs Prairie) have their own separate town zoning ordinances instead. Four more (Big Flats, Colburn, Leola, Monroe) have no comprehensive zoning ordinance at all. Which office controls a parcel's zoning district, permitted uses, and setbacks depends entirely on which of these three categories its town falls into -- confirm this first, before assuming 'the county handles it.'

Statewide Shoreland Zoning (NR 115) Reaches an Unusually Large Share of This County

Case-by-case / verify locally

Adams County holds Lake Petenwell and Castle Rock Lake -- Wisconsin's 2nd- and 4th-largest lakes -- plus Friendship Lake, Big Roche-a-Cri Lake, and clusters of smaller recreational lakes near Friendship. Wisconsin's statewide shoreland zone extends 1,000 feet from any lake, pond, or flowage, so a large share of Adams County land within a mile of water carries NR 115 setback and impervious-surface standards (75-foot structure setback from the ordinary high-water mark under the county's shoreland ordinance) on top of whichever general zoning applies to that town.

Confirm Zoning District and Shoreland Status in Writing Before Buying

Case-by-case / verify locally

Given the three-way town split plus the shoreland overlay, don't rely on a listing description or a neighboring property's use. Call Adams County Planning & Zoning ((608) 339-4222) to confirm which authority governs a specific parcel's town and, if county-zoned, its district and any shoreland status; if the town has its own zoning, get routed to that town's own zoning administrator or clerk instead.

Zoning: county for most towns, but not all -- verify before you assume

Adams County Planning & Zoning (401 Adams St, Suite 4, Friendship, WI 53934; (608) 339-4222) administers a Comprehensive Zoning ordinance (Chapter 405 of the county code) that applies in nine of the county's 17 towns: Adams, Dell Prairie, Easton, Jackson, New Chester, New Haven, Preston, Richfield, and Springville. In those towns, the county's zoning districts, permitted-use tables, and dimensional standards (found in the ordinance's Article V) govern what you can build and where.

Four towns -- Lincoln, Quincy, Rome, and Strongs Prairie -- are not under county general zoning and instead administer their own separate town zoning ordinances. The Town of Lincoln's own zoning ordinance, for example, dates to 1965 with a 1983 revision on file with the Adams County Clerk, entirely independent of the county's Chapter 405. If a parcel sits in one of these four towns, the county's zoning office is the wrong first call for a general zoning district question -- you need that town's own zoning administrator or town clerk.

The remaining four towns -- Big Flats, Colburn, Leola, and Monroe -- have no comprehensive zoning ordinance at all, county or town. That doesn't mean no land-use regulation whatsoever: the statewide shoreland zoning requirement (NR 115, discussed below), floodplain zoning, and the county's sanitary/POWTS permitting still apply regardless of whether a town has adopted comprehensive zoning. But there's no general-use zoning district to check for a parcel in these towns, which cuts both ways -- fewer restrictions on use, but also less predictability about what a neighbor might eventually be permitted to do nearby. See our dedicated zoning page for this county for the full town-by-town rundown and what each category means in practice.

Shoreland zoning: Adams County is unusually lake-heavy for its size

Adams County punches well above its weight in lake acreage. It contains Lake Petenwell and Castle Rock Lake -- Wisconsin's 2nd- and 4th-largest lakes by surface area, both Wisconsin River impoundments that also extend into neighboring counties -- along with Friendship Lake (a 115-acre impoundment just north of the Adams-Friendship area spanning the Towns of Adams and Preston), Big Roche-a-Cri Lake in the Town of Preston, and the Tri-Lakes cluster of Sherwood, Arrowhead, and Camelot Lakes. That's a lot of shoreline relative to the county's overall size, and it drives a correspondingly large footprint for Wisconsin's statewide shoreland zoning program.

Under NR 115 and Adams County's own shoreland zoning ordinance, the shoreland zone extends 1,000 feet from the ordinary high-water mark of any lake, pond, or flowage (300 feet from a river or stream) -- a band that reaches well past what most buyers picture as "lakefront." Within it, the county's ordinance sets a baseline structure setback of 75 feet from the ordinary high-water mark, subject to the county's floodplain and shoreland/wetland/habitat-protection chapters. Because Adams County has so many named lakes and impoundments, it's worth checking shoreland status for any parcel within roughly a fifth of a mile of water, even one that doesn't look waterfront on a plat map -- and this shoreland layer applies regardless of which of the three zoning categories above governs the parcel's town.

Septic, GIS, and other departments to know

Septic (POWTS) permitting for county-zoned areas runs through Adams County Land & Water Conservation / Planning & Zoning (401 Adams St, Suite 4, Friendship; (608) 339-4268), which administers both new-system sanitary permits and repair permits for failed components under state SPS 383 standards. For a private well, Wisconsin's NR 812 well-construction rules apply statewide rather than through a county permit desk -- work with a state-licensed well driller.

Adams County's GIS department maintains an online parcel viewer and open-data portal, and the county's Land Records / Register of Deeds offices hold recorded deeds and survey documents. For agricultural land, UW-Madison Division of Extension's Adams County office (569 N. Cedar St, Suite 3, Adams, WI 53910; (608) 339-4237) offers crop and soils guidance relevant to the county's sandy, irrigation-dependent farmland -- a notable feature of Adams County agriculture given the porous outwash-sand soils common across much of the central Wisconsin plain.
