Buying Land in Calumet County, Wisconsin

Calumet County, seat Chilton, sits on the east shore of Lake Winnebago in northeast Wisconsin dairy country. Its nine towns split zoning authority five different ways -- county zoning in some, independent town zoning in others, none at all in one -- and the county also sits inside a karst bedrock belt where private wells face a documented, above-average groundwater contamination risk.

Zoning Authority Splits Five Ways Across the County's Nine Towns

Case-by-case / verify locally

Calumet County's general Zoning Ordinance (Chapter 82) applies in the towns of Brillion, Charlestown, New Holstein, and Woodville. Four other towns -- Brothertown, Chilton, Harrison, and Rantoul -- administer their own separate town zoning ordinances instead. The Town of Stockbridge has no zoning at all. Because the specific rules, districts, and permitted uses differ by which of these three tracks applies, confirm directly with either the Calumet County Planning, Zoning & Land Information Department or the relevant town clerk which one governs a specific parcel before assuming.

Shoreland Zoning Near Lake Winnebago Applies Countywide, Regardless of Town

Generally favorable

Separately from general zoning, Calumet County's Shoreland Zoning Ordinance (Chapter 52) implements the statewide NR 115 standards -- a 75-foot structure setback baseline and related development limits -- within 1,000 feet of Lake Winnebago or another navigable lake, or 300 feet of a river or stream. Because a town cannot withdraw from county shoreland zoning, this overlay applies the same way whether the underlying town has county zoning, its own zoning, or none, so a Lake Winnebago-adjacent parcel is subject to it either way.

The County Sits in a Karst Belt With a Documented Well-Contamination Risk

Case-by-case / verify locally

Calumet County lies within northeast Wisconsin's Silurian-dolomite karst region, where thin soils over fractured bedrock let surface contaminants -- most notably livestock manure -- reach groundwater unusually quickly, and the county has run targeted manure-spreading restrictions in shallow-soil/karst areas since July 2018. If you're relying on a private well, or planning any livestock operation, on land here, this is worth checking specifically rather than assuming standard statewide well rules cover the risk. See our dedicated page on this.

Zoning: three different tracks depending on the town

The Calumet County Planning, Zoning and Land Information Department (206 Court Street, Chilton, WI 53014; 920-849-1442) administers the county's Chapter 82 Zoning Ordinance, which covers the towns of Brillion, Charlestown, New Holstein, and Woodville, using districts that range from Exclusive Agricultural and General Agricultural through several residential tiers to commercial and industrial classifications. But that's only part of the county: the towns of Brothertown, Chilton, Harrison, and Rantoul have each adopted their own separate town zoning ordinances -- administered by the town itself, not the county -- and the Town of Stockbridge has no general zoning ordinance in place at all. That means the same due-diligence question ("what can I build, and where?") can route to three entirely different offices depending on which of the county's nine towns a parcel sits in, and a rezoning or conditional-use process that's routine in a county-zoned town may work very differently in a self-zoned one.

The Planning department also handles farmland-preservation zoning, land division, and comprehensive planning assistance, and is the right first call to confirm which zoning track applies to a specific parcel before assuming a use is (or isn't) permitted.

Shoreland zoning: the layer that follows Lake Winnebago, not the town line

Calumet County's Chapter 52 Shoreland Zoning Ordinance implements the statewide NR 115 minimum standards within 1,000 feet of the ordinary high-water mark of Lake Winnebago -- Wisconsin's largest inland lake, and the dominant geographic feature along the county's western edge -- or another navigable lake, and within 300 feet of a river or stream. It sets a 75-foot baseline building setback from the water along with development and vegetation-removal limits. Because Wisconsin law does not let a town opt out of county shoreland zoning the way it can opt out of general zoning, this ordinance applies uniformly in every one of the county's towns, including Brothertown, Chilton, Harrison, Rantoul, and Stockbridge even though those towns handle (or don't handle) general zoning on their own. Any Lake Winnebago-adjacent or near-water parcel should be checked against Chapter 52 regardless of which general-zoning track governs the underlying town.

Karst geology and well water: a documented, above-average contamination risk

Calumet County sits within the Silurian dolomite karst belt that also covers Kewaunee, Door, Brown, and Manitowoc counties in northeast Wisconsin -- an area where soils over the bedrock are often thin (in places, less than 20 feet, and in the most vulnerable spots less than 5 feet) and the underlying rock is fractured enough that surface water, and whatever is on the surface with it, can reach the aquifer in a matter of hours to a few days rather than being filtered gradually. That combination has produced well-documented private-well contamination problems region-wide, particularly from livestock manure application, and Calumet County has run its own targeted performance standards restricting manure spreading in identified karst and shallow-soil areas since July 1, 2018 (administered by the county's Land and Water Conservation Department, 920-849-1493). See our dedicated well-water page for this county for what this means in practice for a private well and for keeping livestock on karst-vulnerable ground.

Septic, GIS, and where to check parcel records

Onsite wastewater (POWTS) permitting runs under Chapter 74 of the county code, with sanitary-permit and soil-test applications handled by the Planning, Zoning and Land Information Department (920-849-1442) and general environmental-health questions handled by Calumet County Environmental Health (920-849-1400). The county's Land Information Office, in the same courthouse building, coordinates GIS mapping and land records for the county.

For parcel research, the Calumet County Register of Deeds (920-849-1441) and Treasurer (920-849-1444) are both at 206 Court Street, Chilton, and Extension Calumet County (920-849-1450) offers agricultural, dairy, and farmland-preservation programming relevant to the county's working dairy-farm base.

Who to Call Before Buying Land in Calumet County

Direct WebFetch access to calumetcounty.org and co.calumet.wi.us was blocked by a network egress restriction throughout this research pass, so department names, phone numbers, and ordinance details reflect search-indexed content rather than a full verbatim read; the county also appears to be mid-migration between the co.calumet.wi.us and calumetcounty.org domains, so confirm the current working URL for any office before relying on it.
