Buying Land in Vilas County, Wisconsin

Vilas County, seat Eagle River, is Wisconsin's self-described "Lake Capital" -- more than 1,300 lakes in the far-northern Northwoods. Zoning authority splits between the county and five of its towns, and the county holds the great majority of the Lac du Flambeau Reservation, including the site of a real, recent, heavily litigated road-access dispute worth understanding before buying anywhere near it.

5 of 14 Towns Run Their Own Zoning -- Confirm Which Applies Before Assuming

Case-by-case / verify locally

Arbor Vitae, Land O' Lakes, Manitowish Waters, Presque Isle, and St. Germain each administer their own town zoning ordinance. The other nine towns -- Boulder Junction, Cloverland, Conover, Lac du Flambeau, Lincoln, Phelps, Plum Lake, Washington, and Winchester -- fall under Vilas County's General Zoning Ordinance instead. Confirm a specific parcel's town, and which of the two regimes governs it, before relying on either a town or county zoning map alone.

Most of the Lac du Flambeau Reservation Sits in Vilas County

Case-by-case / verify locally

The Lac du Flambeau Band of Lake Superior Chippewa's roughly 86,630-acre reservation is centered on the Town of Lac du Flambeau in Vilas County (only a small eastern edge extends into neighboring Iron County). Land status inside the reservation is a genuine checkerboard of tribal trust land, individually-allotted trust land, and fee ("alienated") land in private ownership -- and the reservation has been the site of an active, high-profile road-easement dispute since 2023. See our dedicated tribal-trust-land-status page before assuming ordinary purchase or access rules apply to a parcel near or within the reservation boundary.

1,300+ Lakes Means the Statewide Shoreland Band Reaches Most of the County

Generally favorable

With over 1,300 lakes and 73 rivers and streams packed into the county, a very large share of Vilas County land sits within the statewide-mandated shoreland zone (1,000 feet of a lake/pond/flowage, 300 feet of a river/stream) under NR 115, regardless of whether the underlying parcel is in a county-zoned or town-zoned area. Vilas County's own shoreland zoning ordinance implements this standard countywide, including inside the five towns with their own general zoning.

Zoning: the county handles most towns, five towns handle their own

Vilas County Zoning & Planning (330 Court Street, Eagle River, WI 54521; (715) 479-3620) administers the county's General Zoning Ordinance, which covers unincorporated land in nine of the county's 14 towns: Boulder Junction, Cloverland, Conover, Lac du Flambeau, Lincoln, Phelps, Plum Lake, Washington, and Winchester. This research pass found Boulder Junction and Conover explicitly described as not having their own town zoning ("contact the Vilas County Zoning Department"), and Winchester's own town website links residents directly to the county's zoning permit application -- consistent with all nine falling under county zoning.

The other five towns -- Arbor Vitae, Land O' Lakes, Manitowish Waters, Presque Isle, and St. Germain -- administer their own independent town zoning ordinances rather than relying on the county's. Manitowish Waters' own zoning ordinance, for instance, was most recently amended in January 2024. One wrinkle worth flagging: the county's online Ascent permit-lookup system separately shows historical zoning and sanitary permit records for Arbor Vitae and Presque Isle alongside the confirmed county-zoned towns, which this research pass reads as reflecting the county's permit archive (potentially covering pre-town-ordinance history or a separate Uniform Dwelling Code building-permit function that runs through the county regardless of zoning authority) rather than a contradiction -- but it's worth confirming directly with a specific town before assuming which office issues its zoning permits today. Vilas County's own Shoreland Zoning Ordinance (implementing statewide NR 115) applies countywide, including within the five town-zoned areas, since towns cannot opt out of the statewide shoreland mandate.

Most of the Lac du Flambeau Reservation, and a real, recent road-access dispute

The Lac du Flambeau Band of Lake Superior Chippewa's reservation -- roughly 86,630 acres, one of the larger reservations in Wisconsin -- is centered on the Town of Lac du Flambeau in Vilas County, with only a small eastern edge reaching into neighboring Iron County (covered in this project's Iron County page). Land status within the reservation boundary is a documented checkerboard: roughly 45.4% tribal trust land, 21.4% individually-allotted trust land, and 33.1% "alienated" fee land in private, non-tribal ownership -- a pattern that traces back to the 1887 Dawes Act's allotment policy.

That checkerboard pattern produced a genuinely consequential, recent, and closely-watched legal dispute: in January 2023, the Band barricaded four roads within the reservation (East Ross Allen Lake Road, Annie Sunn Lane, Center Sugarbush Lane, and Elsie Lake Lane) after decades-old easements allowing the Town of Lac du Flambeau to maintain those roads for access to privately-owned homes had expired (the last expiring in February 2018) without a renewed agreement. The barricades, which initially limited non-tribal residents to essential trips only, were lifted in March 2023 under a temporary agreement in which the town paid the Band $60,000 over 90 days, followed by a longer-term arrangement under which the town paid roughly $600,000 in installments to keep the roads open while litigation proceeded. See our dedicated tribal-trust-land-status page for the full timeline, including the August 2025 federal summary judgment largely favoring the town and affected homeowners, and what this dispute means for due diligence on any parcel that depends on a road easement crossing tribal land.

Lake country: 1,300+ lakes, a real tourism economy, and shoreland zoning almost everywhere

Vilas County markets itself as the "Lake Capital of Wisconsin," with more than 1,300 lakes and 73 rivers and streams -- one of the densest concentrations of freshwater lakes anywhere in the world -- supporting a tourism and recreation economy that brings in close to half a billion dollars annually, per the county's own figures. The practical consequence for land buyers is that the statewide NR 115 shoreland zone (1,000 feet of a lake/pond/flowage, 300 feet of a navigable river or stream) reaches an unusually large share of the county's land base, layering additional structure setbacks and impervious-surface limits on top of whichever general zoning (county or town) otherwise applies to a given parcel.

Because the county has so many named lakes, don't assume a parcel that looks inland on a casual map view is actually outside the 1,000-foot shoreland band -- confirm distance to the nearest navigable lake, pond, or flowage directly with Vilas County Zoning & Planning (or the relevant town, for one of the five town-zoned areas) before finalizing plans that depend on standard, non-shoreland setbacks.

Septic, wells, GIS/records, and agricultural extension

Vilas County Zoning & Planning's sanitary division ((715) 479-3619) handles POWTS (septic) sanitary permits and soil evaluations under the statewide SPS 383 standard, applying countywide including within the five town-zoned areas. The county's Register of Deeds ((715) 479-3660) holds recorded deeds, easements, and plats, and the Land Information/GIS office ((715) 479-3790) maintains parcel mapping and the county's real property listing.

UW-Madison Division of Extension maintains a Vilas County office supporting agriculture, natural resources, and community-development programming for the county. Given the extent of the Lac du Flambeau Reservation within county borders, the Lac du Flambeau Band's own tribal government is a necessary additional point of contact for any question involving trust land, tribal permitting, or the reservation's own natural-resources programs.
