Septic Permitting in Teton County: Sep.OS and the Engineer Requirement

Teton County regulates septic systems -- it calls them "Small Wastewater Facilities" -- to a standard it holds at or above the state minimum, and every system has to be designed by a licensed Wyoming Professional Engineer. As of May 2025, the whole application process runs through a new online platform, Sep.OS, not the county's general SmartGov permit portal.

This page covers what's specific to Teton County. For the general explanation, see the national guide.

Why Teton County septic is a real step up from a standard county permit

Teton County has regulated septic systems under its own Title 9 Small Wastewater Facility (SWF) Regulations since 2010, with technical design and construction standards adapted from Wyoming DEQ's Chapter 25 rules and required to be no less stringent than the state's own equivalent. The practical difference from many other counties: every SWF system in Teton County must be designed by a licensed Wyoming Professional Engineer. In a lot of rural counties, a straightforward conventional septic system can be designed and permitted without an engineer's stamp; in Teton County, that's not an option regardless of system size or simplicity, which adds a real design cost on top of installation for every buyer or builder needing a new or replacement system.

For non-conventional or alternative designs, the county evaluates applications case-by-case and generally expects data from a full-scale, comparable installation demonstrating that the proposed system actually performs as intended -- not just calculations on paper. Both new and replacement soil absorption systems must be sized to handle 100% of a property's wastewater flow.

Sep.OS: the county's new permit platform, effective May 2025

As of May 2025, Small Wastewater Facility permit applications no longer go through Teton County's general SmartGov permitting system. They're submitted through Sep.OS, a dedicated Appian-based platform (hosted at sosystems.appianportals.com/teton-county) built specifically for SWF permitting. All septic-specific actions -- new applications, repairs, renewals -- have moved to this system, so if you're used to the county's general building-permit portal, expect a different login and workflow specifically for septic.

A complete application package generally includes one legible, complete set of SWF design drawings scaled on 11-inch-by-17-inch paper, a matching PDF set of the same scaled drawings, a copy of the property's Warranty Deed, and a Letter of Authorization if someone other than the property owner is submitting on their behalf. Because the platform is relatively new, confirm the current document checklist directly with the county's Engineering Department (307-733-3317) or the SWF program (permits@tetoncountywy.gov) before assuming an older checklist is still accurate.

What it actually costs

County permit fees for a new Small Wastewater Facility system run $250 for the first bedroom and $100 for each additional bedroom, payable at submission; repair or renewal permits run a flat $50. Those are just the county's own permit fees -- they don't include the cost of the required Professional Engineer's design work, which is a separate, additional expense not present in a typical homeowner-filed county septic application. Engineering permit fees more broadly (across Teton County's Public Works and Engineering permitting) were raised roughly 15% for fiscal year 2026, effective July 21, so budget for periodic fee increases rather than assuming a quoted figure stays fixed.

Beyond the permit itself, ordinary septic system maintenance and lifecycle costs still apply on top of Teton County's stricter design bar: inspections are generally recommended every 1 to 3 years and pumping every 3 to 5 years, and a full system replacement -- tank, drain field, and any required pump or advanced treatment component -- typically runs in the $8,000 to $30,000-plus range depending on site conditions and design complexity. For a Teton County system, expect the design side of that range to run higher than in a county without the Professional Engineer requirement.

What this means if you're buying land or an existing home here

If you're buying raw or undeveloped land and planning a new septic system, budget for a Wyoming-licensed Professional Engineer's design fee as a real, separate line item on top of the county's own permit fee -- this is not optional and not something a general contractor or installer can substitute for. If you're buying a property with an existing septic system, ask for its permit history and any maintenance or pumping records, and confirm through the county whether the existing system was permitted under the current Title 9 standard or an older one, since replacement or expansion of an older system will still need to meet current engineer-design requirements. Either way, start the Sep.OS application process early: as a newer, purpose-built platform, expect a documentation checklist that may not exactly match older guidance you find online, and confirm current requirements directly with the county before assuming a prior applicant's experience still applies.
