Buying Land in Brevard County, Florida
Brevard County -- Florida's Space Coast -- has a land-use story most counties don't: a huge federal spaceport, a national wildlife refuge overlapping much of it, and one of the most ecologically significant estuaries in North America running the length of the county. Here's how that shapes what's actually available and buildable.
The Space Coast: NASA, the Space Force, and what that means for private land
Brevard County is home to Kennedy Space Center, NASA's primary launch facility, and the adjacent Cape Canaveral Space Force Station, both occupying a large federal enclave along the county's northern barrier island and mainland shoreline. This isn't a small government office park -- it's an extensive area of federally controlled land, much of which has never been, and won't be, available for private ownership.
For a land buyer, the practical effect is that a meaningful share of Brevard County's total land area simply isn't in the county's ordinary zoning inventory at all. See the dedicated zoning page below for how this federal presence, combined with the wildlife refuge described next, actually bounds where private development can occur in the northern part of the county.
Merritt Island National Wildlife Refuge
Merritt Island National Wildlife Refuge, established in 1963 and managed by the U.S. Fish and Wildlife Service, overlaps much of the buffer land surrounding Kennedy Space Center -- land that was set aside as both an operational safety buffer for the space program and, distinctly, as protected habitat. The refuge protects a substantial and ecologically significant mix of coastal scrub, marsh, and lagoon habitat, and is not available for private development.
Because refuge and spaceport-buffer land occupies so much of the northern part of the county, a buyer evaluating land anywhere near Merritt Island or the space center's periphery should confirm land status directly -- what looks like open, undeveloped land on a map may be permanently protected federal land rather than a private parcel awaiting development.
The Indian River Lagoon and waterfront regulation
The Indian River Lagoon runs the length of Brevard County and is widely recognized as one of the most biodiverse estuaries in North America, supporting an unusually high number of plant and animal species for a temperate-latitude estuary. That ecological significance comes with real regulatory weight: stormwater management requirements, septic-to-sewer conversion incentives in some lagoon-adjacent municipalities, and fertilizer-use ordinances are all common responses to documented water-quality and algae-bloom concerns in the lagoon system.
If you're evaluating a parcel that borders the lagoon or one of its tributary creeks, ask the county and the relevant municipality directly whether any water-quality overlay, septic restriction, or conversion incentive program applies -- these can affect both what's permitted on the parcel and what the ongoing compliance cost looks like.
Coastal construction, water permitting, and septic basics
Brevard County's barrier-island communities fall under Florida's statewide Coastal Construction Control Line program, administered by the Florida Department of Environmental Protection, which requires a state permit for construction seaward of the established control line -- on top of, not instead of, ordinary county zoning and building permits. Water permitting in the county runs through the St. Johns River Water Management District. Where central sewer isn't available, septic systems follow Florida's statewide onsite sewage rule (Chapter 64E-6, F.A.C.), administered locally by the Florida Department of Health in Brevard County.
