Perc Tests: What They Measure and Why They Can Decide Whether You Can Build

A percolation test tells the county whether your soil can safely absorb wastewater from a septic system -- and on land with no public sewer, failing it can mean the parcel isn't buildable at all.

What a perc test actually measures

A percolation test measures how quickly water drains through the soil at the exact spot a septic drain field would go. A tester digs one or more holes -- commonly 6 to 12 inches in diameter and roughly two to two and a half feet deep -- presoaks the soil so the test reflects saturated, real-world conditions rather than dry ground, then refills the hole and times how far the water level drops over a set interval. The result is expressed in minutes per inch (MPI): how many minutes it takes the water level to fall one inch.

Most state and county codes accept a fairly wide band for a standard gravity-fed septic system -- commonly somewhere between roughly 1 and 60 minutes per inch -- but the exact cutoffs, and the maximum rate allowed before you need an alternative (and more expensive) system design, differ from state to state and often county to county within a state.

Why it matters before you buy

If a parcel isn't served by public sewer, it needs a septic system, and in the large majority of jurisdictions the county won't issue a septic permit -- and therefore won't issue a building permit for a home -- without a passed perc test or an equivalent soil and site evaluation on file first. That makes the perc test one of the few checks that can outright disqualify a piece of raw land from being built on, rather than just adding cost.

A failed test doesn't always end the story. Depending on the county, soils that fail a standard perc test may still qualify for an engineered alternative -- a sand mound, an aerobic treatment unit, or a similar system designed for slow or fast-draining soil -- but those add real design complexity and cost on top of a standard system, and not every jurisdiction or every soil type has a workable alternative.

How the test is actually performed

  1. One or more holes are dug at the proposed drain-field location, sized and spaced according to the county's specific procedure.
  2. The holes are presoaked with water, typically for several hours and often overnight -- clay-heavy soil may need to stay saturated for 12 hours or more before the actual timed test begins.
  3. The tester refills the hole to a set water depth and records how far the level drops over a fixed interval, repeating the reading until two consecutive measurements come out close to each other.
  4. The stabilized drop rate is converted to minutes per inch and submitted to the county, which uses it -- often alongside a broader soil and site evaluation covering slope, soil layering, and the seasonal high water table -- to decide whether, and what size, septic system the parcel can support.

Who administers it, and who pays

This varies more than almost anything else in the land-buying process. In many counties, the health department or environmental health office schedules and runs the test itself for a fee. In others, the test has to be performed by a licensed soil scientist, professional engineer, or certified soil evaluator, who then submits results to the county for approval. Either way, the cost is normally the buyer's or seller's to arrange directly, not something a lender or title company handles for you.

Cost estimates aggregated by home-services sites put a typical perc test somewhere in the $750-$1,900 range nationally, with a simple single-hole test on a small lot sometimes running as little as $300, and a multi-hole, machine-dug test on a larger property reaching $3,000 or more.

Building the timeline into your offer

Scheduling alone can take one to several weeks depending on the county's workload, and clay soils often require a lengthy presoak before the timed test can even start. Make a passed perc test a contingency in your purchase contract, and make sure your due-diligence period is long enough to actually get one scheduled and completed -- not just long enough for the test itself.
