Wind and Solar Energy Leasing in Sherburne County, Minnesota

The hub covers the broad strokes of Xcel's coal-to-solar conversion at the Sherco site. If you own land near Becker or have been approached about a lease, here's what's actually documented about the project's structure, its scale, and where the real money and paperwork are -- and what isn't yet public.

This page covers what's specific to Sherburne County. For the general explanation, see the national guide.

Three separate solar projects, not one -- each with its own state docket

Xcel's replacement generation at the Sherco site isn't a single project; it's been built and permitted as three sequential solar arrays -- Sherco 1, Sherco 2, and Sherco 3 -- each reviewed under its own Minnesota Public Utilities Commission docket rather than one combined approval. Sherco 3, the most recently approved array, is projected to cost roughly $434 million and cover roughly 1,780 acres on its own. Together, the three arrays are expected to generate up to roughly 710 megawatts and represent more than $1.1 billion in combined investment -- one of the largest utility-scale solar buildouts completed on a single former coal-plant site in the Midwest. For a landowner or buyer, the practical point is that 'the Sherco solar project' in casual conversation may actually mean any one of three legally distinct projects with different construction timelines and different specific parcels involved -- ask which array a lease offer or nearby construction activity actually belongs to.

Where the landowner-payment money is documented -- and where it isn't

Xcel's own public figures describe roughly $350 million in combined local benefits from the full Sherco solar buildout over its projected 35-year operating life, split between landowner lease payments and property/production tax revenue -- roughly $240 million attributed to the first two arrays and a further roughly $110 million to Sherco 3 alone. That's a meaningful, quantified commitment at the project level, and it signals that lease payments to participating landowners are a real, budgeted part of the project's economics rather than a token gesture. What we could not find in any public source is a specific per-acre lease rate, payment schedule, or standard contract term -- those figures are negotiated directly between Xcel (or its solar development subsidiary) and each individual landowner and aren't published. If you've been approached with a lease offer, treat any per-acre number you're quoted as that specific offer's terms, not an industry-standard rate you can benchmark against public data.

The 35-year operating life figure is also worth noting for anyone evaluating land already under one of these leases, or considering buying land subject to an existing lease: a Sherco-area solar lease is a multi-decade commitment on the parcel, not a short-term arrangement, and the lease terms (renewal options, decommissioning obligations, and what happens if the parcel is sold mid-lease) matter more here than they would for a shorter agricultural lease.

What this means if you're near Becker or hold land under a lease

If you're evaluating land near the Sherco site or Becker generally, ask directly which of the three Sherco solar dockets (or a related transmission or storage component) is nearest to the parcel, since construction timing and footprint differ by array -- the Minnesota Department of Commerce's Energy Environmental Review and Analysis (EERA) unit maintains the public docket for each. If you're the landowner being approached for a new lease, get the specific per-acre payment, escalation terms, decommissioning bond or restoration obligation, and transferability language reviewed independently rather than relying on the project-level totals described above, which describe the program's aggregate scale, not any individual offer's terms. If you're buying land already under a recorded solar lease or easement, pull the actual recorded document from the Sherburne County Recorder rather than a listing summary, since the 35-year term means the obligation likely outlasts a typical ownership period and needs to be understood before closing.
